- The Bureau of Reclamation intends to award sole source procurement to Navigant Consulting, Inc. Reclamation requires a contractor to measure U. S. Bureau of Reclamation (Reclamation) business practices, processes, and cost performance relative to the operations and maintenance of hydroelectric generation, pump/generation, and large pumping plants, and compare their performance with other companies/agencies that own, operate, and maintain similar facilities. The contractor shall provide the required economic benchmarking for four Reclamation regions: Lower Colorado, Upper Colorado, Mid-Pacific, and Grand Prairie. Reclamation facilities including Hoover, Davis, Parker, Shasta, Folsom, and Tracy Pumping Plant have participated in the Navigant hydro benchmarking program since 2000. The U.S. Army Corps of Engineers and Reclamation currently manage 31 hydroelectric facilities in the Federal Columbia River Power System including Grand Coulee, Hungry Horse, Palisades, Minidoka, Anderson Ranch, Black Canyon, Boise Diversion, Roza, Chandler, and Green Springs, all of which, utilize Navigant Consulting, Inc.'s benchmarking program. Reclamation wide participation (pending requirement) in Navigant performance benchmarking will allow Reclamation to gain direct comparisons of power plants in each of eight key business functions that comprise the hydro generation business. As of 2012, Navigant has acquired 80% of all hydropower data (state, federal, and private sector) in its database for bench mark economic analysis purposes. Consideration of another source would not enable any state or federal agency to adequately analyze its hydropower operations on an industry wide basis. The estimated period of performance will consist of a 12 month base period, and four, twelve month option periods. The Government believes that only one responsible source can provide the scope of agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar requirements must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by Fax at (303) 445-6345, Attention: Ann R. Manning, Contract Specialist/Contracting Officer. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 541990 which is $7 Million. This notice may represent the only official notice of such a solicitation.
