Description
BPA DESCRIPTION SCOPE: This Request for Quotation (RFQ) is hereby issued to state the Bureau of Indian Affairs (BIA) intent to issue a Blanket Purchase Agreement (BPA) for PROPANE DELIVERY to the Wapato Irrigation Project located in Wapato, WA. SUPPLIES AND EQUIPMENT:The Contractor(s) shall provide their own tools, vehicles, supplies, materials, equipments and labor necessary to provide and deliver propane to the tanks located at the Wapato Irrigation Project (WIP), in accordance with federal, state, local environmental laws and regulations. All work shall comply with government and commercial standards, whichever is more stringent. TANKS ON SITE:The federal government owns and maintains (3) tanks on site (Wapato Irrigation Project).Tank #1 Size (gallons): 6000 gallonsTank #2 Size (gallons): 6000 gallonsTank #3 Size (gallons): 500 gallons OBLIGATION:The Federal Government is obligated only to the extent of the authorized calls placed against this BPA, and shall not be liable in the event no authorized calls are made. AUTHORITY TO PLACE BPA CALL:Only a Warranted Contract Officer may place a authorized call against a BPA. DELIVERY TIMES:This BPA will be in accordance with the federal government Fiscal Year (FY) times: October 1st through September 30th. There will be a 1 Base year beginning on the AWARD DATE, and ending September 30th 2012. Each option year (if exercised) will begin on the normal FY, beginning October 1st through September 30th.. The Contractor will make delivery of the propane no later than 2 days after placement of call against the BPA. PRICING:1) The State of Washington has a website WWW.GA.WA.GOV, where prospective sellers can view the Pricing Benchmark of Propane: a. Go to WWW.GA.WA.GOV b. Click on Purchasing and Contracts Tab c. Click on "about purchasing and contracts" d. Click on "BIWEEKLY BULLETIN" e. Under "GENERAL INFORMATION", CLICK ON "CURRENT PROPANE PRICES"-THIS IS WHERE YOU WILL SEE THE CURRENT PRICING BENCHMARK. SELLERS will figure in a fixed percentage ABOVE the WSGAS weekly baseline price for the delivery of propane to the Wapato Irrigation Project for a quote. 2) Sellers must also state which "date range" the percentage was derived from which is located on the Pricing Benchmark Page. 3) Please note, although the Pricing Benchmark will change weekly, SELLERS WILL BE QUOTING A FIXED PERCENTANGE ABOVE THE PRICING BENCHMARK. This percentage will remain fixed for the duration of this BPA regardless of any changes in the weekly benchmark pricing. INVOICE:Contractor will invoice upon delivery. Payment will be made via Electronic Funds Transfer (EFT) from the Northwest Regional Office Finance Department upon receipt of invoice.
