- 1. Contracting Activity: DMEA/MEE(Contracting) 2. Description of Action: The purpose of this J&A is to provide software upgrades and software support for the existing DMEA Mentor Graphics Design Environment at other than full and open competition procedures. This SW design tool suite is in support of the DMEA mission and advanced microelectronics technology application programs.3. Description of Supplies/Services: a. The contractor shall provide software upgrades and software support for the DMEA Mentor Graphics Design Environment residing in Building 620, Room 134. Mentor Graphics is an Electronic Design Automation (EDA) company that integrates various applications and tools in a single framework to support all the stages of IC design and verification. These tools support different fabrication technologies within DMEA and external to DMEA. Additionally, the Mentor Graphics toolset is the primary software tool that is used to support various process design kit (PDK) development and design verification in nanometer technologies. b. Estimated Cost: $161,225.00 per year for Software (SW) Maintenance Renewal with an option for Year 2. The primary increase in the cost of the software maintenance is due to the purchase of new tools such as the Mentor Graphics's Calibre DRC, LVS and Parasitic Extraction toolset. FFP contract. Year 1 $161,462.00 Year 2 option $161,462.00.4. Authority Cited: This document constitutes justification and approval for other than full and open competition for the acquisition described herein, under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.5. Reason for Authority Cited: This requirement cannot be competed because the DMEA Mentor Graphics Design Environment, an existing system, is proprietary, one-of-a-kind design and simulation tools suite, and it would take an exorbitant amount of expense and time to completely change to another vendor design environment. Conversion of existing designs to a different tool suite would incur a minimum schedule slip of 36 months at best and the engineering labor costs of 4 software engineers (2087 hrs per year * $120 per hour * 4PE * 3Years = $3,005,280). The magnitude of this schedule slip will result in the failure of the DMEA mission and meeting the needs of customers. The cost of the toolset would exceed $3M. 6. Efforts to Obtain Competition: This acquisition will be advertised on the Federal Business Opportunities (FebBizOpps) website. At this time, no other sources have been identified who have the capabilities required to meet the requirements identified in the Performance Specification.8. Market Research: The market research that was conducted used the following elements to make our determination: a. Contacted knowledgeable individuals in Government and industry regarding market capabilities to meet requirements. b. Reviewed catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line. 9. Other Facts: To date, no other sources have written to express an interest. The notice required by FAR 5.201 shall be published and any proposals received shall be considered. A contract was previously awarded to Mentor Graphics under DMEA H94003-08-C-0801.
