Description
MODIFICATION: This Sources Sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The 408th Contract Support Brigade, Army Contracting Center-Qatar (ACC-QA) at Camp As Sayliyah intends to procure Administrative Management Services as Coordinator of Foreign National (FN) Screeners under FULL AND OPEN competitive procedures. SET ASIDE-N/A. Coordinator must possess administrative skills to support organizational unit whose mission is to obtain and analyze background information on Foreign National (FN) prospective employees and current contractor employees working at Camp As Sayliyah. Coordinator must serve as a back-up screener/analyst to the Senior FN Screener. Coordinator must use, maintain and improve the existing Microsoft Access database program, and/or develop a new SharePoint database system. Interested firms in NAICS code 541611 are encouraged to submit their capability packages. The capability packages for this sources sought market survey are NOT expected to be proposals, but rather statements regarding the company's existing experience. Capability packages must not exceed ten (10) pages and must be submitted electronically. All offeror questions must be submitted by 1200 Local Qatar Time on 8 MAR 12. Interested entities are to outline their experiences in Administrative skills and Information Technology skills. Areas or tasks where an offeror does not have prior experience should be annotated as such. Administrative skills include filing, scanning, responding to telephonic and in-person inquiries, printing reports from database, retrieving data from database system, tracking progress of case files, coordinating base access actions, serving as office manager Information technology (IT) skills include building queries, pulling selected queries, fixing/troubleshooting database system. In addition, the following must be answered and elaborated on as part of the package: (1) Environment-Firm has the ability to secure its own off-base housing, vehicle and cell phone in Doha, Qatar. (2) Expertise-Firm has hands-on experience in SharePoint and data basing. (3) Financial Capability-Firm has the financial capability to withstand a monthly negative cash flow. (*see note below); (4) Past Performance-Firm has the relevant past performance within the last three years. (Include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed); (5) Corporate Experience-Firm has work experience similar in nature to scope. To assist us in maintaining a list of interested firms for this potential procurement, please provide your company's name, point of contact (POC), address, phone number, and email address under the above NAICS code to LTC Senodja F. Sundiata-Walker, Contract Specialist, grp.accqatar.assa@kuwait.swa.army.mil for this procurement. A Firm Fixed Price (FFP) contract is anticipated. The anticipated period of performance will be 1 JUL 12 to 30 JUN 13 (base + 2 option years, thereafter). The place of performance will be Camp As Sayliyah, Qatar. Offeror must possess a current SECRET clearance. A written Request for Proposal (RFP) will be posted on or about 9 APR 12. The RFP must be retrieved and downloaded from the GPE site http://www.usmilitarycontracting.com/ No hard copies of the RFP will be issued. All amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled. Offerors are responsible for all costs for submitting their capability packages. POC is LTC Senodja F.
