- REQUIREMENT FOR COMMERCIAL OFF THE SHELVE (COTS) INFORMATION TECHNOLOGY EQUIPMENT REQUIREMENT FOR COMMERCIAL OFF THE SHELVE (COTS) INFORMATION TECHNOLOGY EQUIPMENT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Far Subpart 13.106 as supplemented with additional information included in this notice. The Internal Revenue Service, Office of the MITS, Enterprise Network Voice Services requires installation of a VoIP phone system for Cisco and Avaya platforms. The CPC VoIP Telephony system provides telephone features that allow employees to have the same business capabilities at all sites. These COTS Items are required as part of GSA BPA established with Iron Bow Technologies, which will provide a complete CPC VoIP Telephony solutions to the IRS.
