Description
THIS IS A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONCERNS. Firms responding to this announcement must be registered and verified as a SDVOSB in the Vendor Information Pages at https://www.vip.vetbiz.gov by the response date of this announcement. The NAICS Code for this acquisition is 541310 and the applicable small business size standard is $4.5 million. The area of consideration is RESTRICTED to within a 200 mile radius of the VA Gulf Coast Veterans Health Care System Biloxi Campus, 400 Veterans Avenue, Biloxi, Mississippi. The primary A/E firm's main office or an existing branch office must be located within the 200 mile radius. The estimated construction range is $250,000 to $500,000. The VA Gulf Coast Veterans Health Care System is seeking Architect-Engineering (AE) design services to provide a full set of bid documents (Scope of Work, Drawings, Specifications, and Cost Estimate) for Project No. 520-08-114, Handicap Accessible Updates Biloxi Campus. A/E SCOPE OF WORK Provide professional Architect/Engineer (A/E) Services to include preliminary services, site work, planning consultations and visits, master planning, schematic design, design development, preparation of contract drawings and specifications, with Government Option for awarding Construction Period Services. AE will assist VA in the due diligence effort for the study and design of the accessible renovations to Buildings 19, 21, 5. Design will include, parking, sidewalks, ramps, utilities, landscaping, signage. Construction period services shall include review of submittals and site visits, review of change orders and verification of payment requests. Once a thorough analysis of the users needs has been completed, the scope and method of meeting those needs may change and require a different approach. Completion in 150 days. REFERENCES: The project design shall be completed in accordance with this scope of work and all appropriate Department of Veterans Affairs (VA) Standards, specifications, and other criteria unless otherwise approved by VA. The design will follow Department of Veterans Affairs Design Guides located at http://www.cfm.va.gov/TIL. Construction will meet all required codes and standards. The following references, as a minimum, shall be utilized for planning and design purposes: Architectural Barriers Act Accessibility Standard (ABAAS) ADA Accessibility Guidelines PG-18-13 Barrier Free Design Guide (more stringent requirements for VA facilities) H-08-1, VA Master Construction Specifications H-08-3, VA Construction Standards H-08-4, VA Standard Details NFPA, EPA, OSHA, and all applicable local, state, and Federal regulations SUBMISSIONS: There will be three (3) submissions for working drawings and specifications; 35%, 65% and 100% design submissions. All plans and elevation drawings shall be a minimum scale of 1/8"=1'0", large scale details (minimum ¼"=1'0") at largest possible scale to convey conditions of the work to be encountered. All site drawings shall be a minimum of 1"=30' scale. Drawings shall be developed by AutoCAD Software Release 2007 (or newer) and shall be stored on compact disk (disk to be submitted with design submissions mentioned above.) First Design submission (35%): After site assessment, A/E shall make a formal presentation in person to discuss with VA Engineering Service the proposed project and estimates of construction. A/E shall submit three (3) sets of project conceptual drawings on bond paper showing the basic plan for each discipline required, including a title sheet with drawing index. A/E shall submit one copy of "marked-up" (edited) VA Master Specifications Table of Contents, listing applicable specification sections to be utilized. A/E shall submit three (3) copies of conceptual cost estimates, showing probable costs of construction by discipline. A narrative to accompany this design submission shall identify and describe construction phasing. Provide a compact disk with the submittal. Second Design Submission (65%): A/E shall submit three (3) sets of drawings, specifications, and line item cost estimates. A/E shall submit three (3) sets of project drawings showing 75% completion for each discipline involved. This shall include site plans, floor plans, exterior elevations, a detailed construction site plan, and a construction detail sheet(s) indicating applicable sections, details, etc. A/E shall submit sample edited and marked-up VA Master Specifications of each discipline for review by VA Engineering and Contracting personnel. A/E shall submit line item cost estimates based upon the most current information available. Cost totals shall reflect labor and materials separately. Provide a compact disk with the submittal. Final Submission (100 % complete): Upon receiving approval or making required changes of 65% design submission, A/E shall submit five (5) copies of bid documents (drawings and specifications). Provide a compact disk with the submittal. Upon completion of the construction, A/E shall obtain from the construction contractor a marked-up set of drawings incorporating "as-built" conditions. A/E shall submit one (1) set of Mylar reproducible "as-builts" (each drawing shall be stamped "AS-BUILT" in red ink), and shall submit computer generated material depicting as-built conditions in accordance with all applicable VA Engineering CADD requirements. A/E shall submit final "as-built" diskettes to VA Engineering in AutoCAD 2007 (or better). The 35% Design Submission will be due not later than 40 days from the Notice to Proceed. The 65% Design Submission will be due not later than 60 days from the Notice to Proceed. The 100% Design Submission will be due not later than 120 days from the Notice to Proceed. Project Budget:Design To: $500,000 Design Submittals shall include bid items and any design alternatives PROJECT DESCRIPTION: This is a Statement of Work to provide Architect-Engineering services for Accessibility Renovations for the VA GULF COAST VETERANS HEALTH CARE SYSTEM, Biloxi campus, for buildings 19, 5, 21. This project provides accessible ramps, sidewalks and entrances to buildings 5, 21, 19. Supporting elements include utilities, site improvements, parking, access roads, signage and environmental protection measures. Services shall include a detailed Cost Estimate, Construction Documents and Specifications. Services shall be in accordance with this scope (including attached Engineering Services Statement of Work), and the Unified Facilities Criteria (UFC) Design Criteria in the Whole Building Design Guide (WBDG) at http://www.wbdg.org. i)Preliminary site investigations to identify special design/construction considerations, connection points for utilities, adequate drainage, etc. ii)Discussions with base personnel regarding any potential site/environmental issues. iii)Submission of meeting minutes with a separate list of project requirements that are anticipated to have a significant cost factors such as expected pile foundations, standing seam metal roof, elevators, cranes, sewage lift station, etc. Firms that meet the requirements listed in this announcement are invited to submit three (3) copies of Standard Form (SF) 330 with appropriate documentation to the Contracting Officer, Attention: Mark Wesson, VA Gulf Coast Veterans Health Care System, 400 Veterans Avenue, Contracting (90C), Bldg T102 Rm A112, Biloxi, MS 39531, no later than April 2, 2012, 4:00 P.M., CST. The selection criteria shall be in accordance with FAR 36.602-1 and Veterans Affairs Acquisition Regulation (VAAR) 836.602-1. The completed SF 330's will be evaluated by the VA Medical Center Engineer Evaluation Board in accordance with FAR 36.602-5 (a) and the selection report shall serve as the final selection list which will be provided directly to the Contracting Officer.
