Solicitation Number: DRIVER'S_ED_ TEACHER2012 Notice Type: Request for Proposal Added: February 29, 2012 pm Presolicitation Synopsis: The Hubert H Humphrey Job Corps Center, located at 1480 N Snelling Avenue, Saint Paul, MN 55108, requests proposals from responsible vendors to provide the following Drivers Education Instruction services to the center on a per hour basis at our Saint Paul campus. • Fifteen hours on site instruction per month. • Eight hours on site office hours per month. • 600 to 720 hours of behind the wheel training. A prospective vendor must be licensed and insured, and provide a suitable vehicle(s) for instruction. The vendor must also be able to demonstrate a successful track record with instruction of students ages 16 to 24, preferably in an educational setting. Terms of the contract are for the period of April 15 2012 through January 31 2013 with the option to renew for the following year after, based on performance and availability of funds. To be considered for an award of the contract, the response to this solicitation will include: • Completed "Bid Sheet" with pricing. Bidders must include proposed prices for base and option years, as applicable • Valid licenses • W-9 • Statement of Experience • Proposed schedule (days/hours) • Certificate of insurance In addition to the hourly rate pricing, selection of the contractor will be based on the following criteria: • Experience in providing Driver's Education Services to adolescents and young adults and students, including those with an ELS (English Second Language) background • Willingness and ability to carry out required duties and responsibilities • Approval of the contractor by MINACT, Inc. • Approval of the contractor by Regional Office of Job Corps, U.S. Department of Labor, if applicable The most suitable candidate(s) may be interviewed prior to award. Preference will be given to a certified Small Business. The center reserves the right to reject all proposals. Services to be Provided 1. Provide Driver Education to include classroom and road training for Humphrey Job Corps Center students in accordance with the requirements of the State of Minnesota Department of Motor Vehicles. 2. Ensure that instruction is in accordance with the requirements of the USDOL contract, the Policy and Requirements Handbook (PRH) and MINACT, Inc. Standard Operating Procedures and Handbooks. 3. Ensure that instruction incorporates a process of self-paced, open-entry/open-exit format learning and is structured in three modules: Classwork, Driver's Instruction and Behind the Wheel practice 4. Ensure that the interaction between the instructor and the student meets all of the required standards established by the center and provided in orientation to the vendor. Training services will include the following: 1. One week of driver's education classes will be offered each month. • A maximum of fifteen students will be enrolled in each class. • Class must be conducted three hours a day, for five days. • The instructor will be responsible to accompany students to the DMV to test on the afternoon of the fifth day of class. 2. Students will receive on site classroom training that will prepare them to pass the permit and licensure exams. • The classroom portion of the driver's education program must provide students with quality instruction. • Instructors will demonstrate the ability to plan and communicate rules and concepts in a manner that creates interest, comprehension, and positive performance as measured by student completions and successful passing test scores. • The driver's education instructor must arrive early to class and should be well prepared (e.g. copies made materials ready). Center Materials, such as use copy machine or Center vehicles is prohibited at any time. • The instructor will be responsible for taking and submitting daily classroom attendance to the Accountability Coordinator at the end of each day. • The instructor will be responsible to notify center of test results, pass/fail, permit/license numbers, etc. 3. Instructor (s) will maintain on site office hours. Office hours shall be held on a weekly basis. • The driver's education instructor will be on center for two office hours each week. • Office hours should not vary from week to week. • The office hours will be used to schedule behind-the-wheel appointments and to tutor students struggling with the course material. 4. Behind-the-wheel services will be offered to students. • Students who have completed the classroom portion of the course and obtained their permit will be eligible for behind-the-wheel instruction. A list of names of students eligible for behind the wheel should be provided by the instructor each week. • Each student is entitled to four hours of behind-the-wheel training. In some extenuating circumstances, students may be authorized to receive six hours of training. • At least two of the behind-the-wheel hours must take place within a month of a student's testing eligibility (e.g. a student who is not eligible to take the driver's license exam until September, should not complete all of his behind-the-wheel training in June). • The names of students being scheduled for behind-the-wheel training must be submitted to the scheduling coordinator a week in advance. 5. The driver's education instructor will provide a vehicle for behind-the-wheel training. • The vehicle should be clean (interior and exterior), meet applicable state safety standards, and be well maintained. • In addition to providing the Hubert H. Humphrey Job Corps Center with up-to-date insurance information, the driver must always carry valid proof of insurance. • The driver's education instructor must arrive on site on time for scheduled behind-the-wheel appointments. • Behind-the-wheel appointments must be documented and submitted on a weekly basis. • The instructor must demonstrate a high level of professionalism at all times. 6. The driver's education instructor will coordinate trips to the DMV. • The driver's education instructor will schedule at least one trip to the DMV per month. In some cases, two trips will be required in order to accommodate the number of students taking their initial test or retaking an exam. • All approved fees will be paid by the driver's education instructor and will be reimbursed by HHHJCC. • Students will be allowed to retake both knowledge and skills tests without penalty. Students who test for a third time in either area will be required to obtain special permission to receive transportation to the DMV and will be responsible for paying any additional fees. 7.The instructor will notify the center 24 hours in advance of any disruptions to scheduled class time, behind the wheel time, or office hours, when he or she is unavailable or will be late.
