Description
****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with the Utah Department of Technology Services for routine and emergency maintenance on NOAA Weather Radio (NWR) UHF, transmitters and microwave services throughout the State of Utah. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) continued need for routine and emergency maintenance of the NOAA Weather Radio (NWR). NOAA has the continued need for vault, and tower space, along with the continued need for microwave service. This need is to ensure the highest possible system availability, within existing resources, is provided to the users. Continuous weather broadcast in all areas are tailored to weather information needs of people within the listening area. During severe weather, national disaster or nuclear attack, the National Weather Service, (NWS) forecaster, or designated state agencies, can interrupt the routing weather broadcast and substitute with the special warning messages. Each of the sites must have qualified licensed radio technicians in or near the areas that are trained on National Weather Service (NWS), NOAA Weather Radio (NWR) and Microwave Services. The vaults are owned, run and controlled by the State of Utah. The State of Utah owns the tools and general equipment and restricts access. Period of Performance will be April 1, 2012 through March 31, 2013. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
