Description
This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. It is not to be construed as a commitment by the Government to procure any supplies or services, nor is it intended to make an award on the basis of this request for information or otherwise pay for the information solicited. The US Army Contracting Command-Redstone has been tasked to solicit for and award Technical, Engineering, Logistics Services and Supplies (TELSS) to support Corpus Christi Army Depot (CCAD) and US Army Aviation and Missile Life Cycle Command (AMCOM) in the overhaul, repair and recapitalization of the H-60 airframes and components, H-60 weapon system. The Contractor shall provide technology insertion, modernization of aircraft overhaul, repair and recapitalization production lines at CCAD; obsolescence management; test and support equipment upgrade recommendations; and 100 percent spare parts for the H-60 weapon system. The Contractor shall provide AMCOM depot maintenance engineering with technical and engineering assistance based on the OEM product design and logistics database. The Contractor shall develop work scope and process improvement recommendations in support of the CCAD/AMCOM/AMC initiative to reduce the time it takes CCAD artisans to conduct overhaul, repair and recapitalization functions on the H-60 Utility Helicopter fleets. The Contractor shall provide logistical support functions in inventory management of spare parts associated with the UH 60 weapon systems by furnishing the parts required to overhaul, repair, and recapitalize, when and where they are required on the CCAD production lines based on joint forecasted requirements. The Contractor shall assist and advise CCAD in establishing and maintaining commercial best practices in the areas of production planning, production control, materials management, inventory control, failure rates of repair parts, and process engineering. The Contractor shall consume existing available DoD inventory, including inventory at various DLA locations identified and agreed to in accordance with (IAW) Joint Memorandum of Agreement for use on this program and consideration of Storage, Analysis, Failure Evaluation and Reclamation (SAFR) before procuring new material. The Contractor shall ensure that inventory levels captured in Logistics Modernization Program (LMP) are capped at not to exceed 60 days of supply (measured in dollars). This will be reviewed quarterly and prior to the award of each subsequent option year award. Contractor support may include the deployment of a Forward Assessment Team (technical and/or engineering personnel) in concert with depot artisans to various locations worldwide and under the RESET Program. The Contractor shall provide full pre-induction evaluation of structurally-damaged aircraft as an integral part of the CCAD field evaluation team. The Contractor supporting elements will include engineering analysis specific to the individual aircraft configuration and logistical support to determine a comprehensive repair bill of materials. This proposed effort for integrated H-60 services and supplies will be a new follow-on five year requirements type contract with one base year and four (4) ordering periods. It is the government's intent to place orders against any resultant contract as requirements materialize. The proposed effort will be a performance-based fixed price contract. The purpose of this sources sought synopsis is to determine interest and capability of potential qualified businesses. Large and Small Businesses are invited to answer this market survey. All interested firms should submit a capabilities package that outlines their firm's capabilities in performing a contract of this magnitude and complexity. The capabilities package should not exceed five (5) pages, include the contractor's name, address, point of contact, phone number, email address and DUNS number. Identify if your company is a Section 8(a), Historically Underutilized Business Zones (HUB-Zone), or a Service-Disabled Veteran-Owned Small Business (SDVOSB). Interested contractors shall respond to this SOURCES SOUGHT SYNOPSIS no later than 3:00 PM (CST) 16 March 2012.
