- Please see attached documents for complete description. GSA, FAS intends to establish a not to exceed one-year Standing Price Quote (SPQ) for one (1) National Stock Number in the 5180 Federal Supply Class. This NSN is part of the GSA Stock Program. All offers for this RFQ are to be FOB destination. All orders will be FOB destination. Quantities are estimates based on the last three years usage. SUBJECT SPQ IS SET ASIDE FOR SMALL BUSINESS CONCERNS. The Government will make award to the responsive, responsible offeror whose offer, conforming to the RFQ will be most advantageous to the Government, price and other factors considered. Please email or fax your quotes. ********* VENDORS WHO FAIL TO COMPLETE THE REQUIRED 1449 FORM, THE VENDOR RESPONSE DOCUMENT, and MILITARY STANDARD 129 WILL NOT BE ELIGIBLE FOR AWARD. ********* Based on market research that was completed after no award was made under formal solicitation QSDM-J6-110439-N, NSN 5180-00-672-2611 can be supplied with all U.S. made components, except for component #6: NSN 5110-00-241-9148. Component #6 was determined to be non-available, therefore a Non-Availability Determination has been made to allow for a TAA compliant component on #6: NSN 5110-00-241-9148. 25.502 Application. (3) If there were no offers of U.S.-made or designated country end products, make a nonavailability determination. 25.103 (b)(3) Written determination not required if: à “1) Full and open competition; and à “2) Synopsized IAW 5.201; and à “3) No domestic offers received Therefore, any quote that contains a component for #6 that is TAA compliant will be considered for award. For the remaining other components, if any single component is not made in the U.S., then the quote will be rejected.
