Description
The Department of Veterans Affairs, is seeking interested firms that can provide professional architectural and engineering services necessary for the design of the following project: Construct Building for 75 MHRRTP Beds at the VA Medical Center, Tomah, Wisconsin. The VA is doing market research to determine whether there are an adequate number of firms capable of performing the services required that are classified under one or more of the following small business programs: (1) Service-Disabled Veteran-Owned Small Business (SDVOSB) (2) Veteran-Owned Small Business (VOSB) (3) Section 8(a), (4) HUBZone, (5) Small Disadvantaged Business (SDB), (6) Woman-Owned Small Business (WOSB), (7) Small Business (SB). Services will include site investigations, analysis, design, calculations, cost estimates, preparation of working drawings and specifications, and construction period services. As-builts and site visits during construction will be part of the scope. The magnitude of the design portion of this project is between $500,000 and $1,000,000. The magnitude of the resulting construction portion of this project is between $5,000,000 and $10,000,000. The NAICS code is 541310 and the size standard is $4.5 million. A/E firms shall be registered in CCR. The area of consideration is restricted to firms located within a 200-mile radius of the VA Medical Center, Tomah, Wisconsin. For a company to be determined capable of performing the services required they must demonstrate the capability to design a complete new dormitory facility. This would include the services of certified and registered professionals (architects/engineers). Small business A/E firms within the area of consideration are invited to submit a brief statement of capabilities (maximum of 5 pages). The statement of capabilities should include specific documentation of the following items: 1)Past experience and capability for the design of a complete healthcare facility from the ground up (new construction). Provide information on specific projects that have been designed by your firm when your firm was the prime contractor, with particular interest in projects with a design cost above $500,000 and an estimated construction cost above $5,000,000. Provide what percentage of the design work was done by your firm on each project identified. 2)The number of architects and engineers at your firm and the estimated number that will be assigned to this project given the magnitude of the effort. 3)Any additional information which will prove that your firm will have the necessary in-house staff to complete at least 50% of the cost of contract performance incurred for personnel. 4)Documentation which identifies your ability to produce all plan documents on a CAD system fully compatible with AUTOCAD 2011, and the ability to provide specifications in CD/DVD formats, with specifications in Microsoft Word, and drawings in DWG and PDF formats. Responders are solely responsible for all expenses associated with responding to this request for information. Additionally, provide a point of contact in case additional information is required. This is neither a request for SF 330s nor a Request for Proposals. Do not submit a SF 330 in response to this Sources Sought Notice. This is only for market research purposes. If a firm submits a SF 330 or a submission that is over 5 pages, the Government will review the first 5 pages of the submission. The Government will make a determination whether or not to set the acquisition aside for SDVOSB, VOSB, 8(a), HUBZone, SDB, WOSB, or SB firms based on all market research conducted, particularly the responses received to this Sources Sought Notice and the evaluation of those responses.
