- The 411th Contracting Support Brigade in the Republic of Korea, is announcing its intention to procure a Firm Fixed Price (FFP) Mess Attendant Service contract. Period of performance shall be for one base year and a maximum of four option years. The contractor shall provide all personnel, supervision, and any items or services necessary to perform mess attendant services at Osan Air Base, Republic of Korea.. Contractor shall perform in accordance with the US Department of Health and Human Services Food Code, the following Air force Instruction: AFI 31-209-Airforce Resource Protection; AFI 34-239- Food Service Management Program; AFI 34-241- Meal Card Program; AFI 48-116- Food Safety Program; AFI 40-104- Nutrition Education; AFI 64-106- Air Force Industrial Labor Relations Activities; AFMAN 4-240- Food Service Program Management and conform to the professional standards identified in the Performance Work Statement. Contractor shall be responsible for the proper preparation and serving of various foods as well as performing typical kitchen and dining facility operations (ex. Cleaning facilities, equipment, and utensils, preparing vegetables and fruits for the salad bar, cleaning of tables in dining areas, performing cashier services, handling foods, supplies, and equipment, maintaining quality control, ensuring operator maintenance and minor/major repair of food service equipment, grounds maintenance, and in the event of contingency, perform all required tasks to include cooking to ensure continued service). Operations will be conducted simultaneously at three dining facilities and a carry out/ expanded flight kitchen all located on Osan Air Base. It is estimated that the three facilities combine to serve approximately 71,000-109,000 meals per month. The North American Industry Classification System (NAICS) Code for this requirement is 722310. Any prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs. Proposed solicitation shall be conducted as a full and open competitive procurement but will be limited to only those business concerns licensed in the Republic of Korea in accordance with ROK-US Status of Forces Agreement (SOFA). Solicitation release date is anticipated to be released on or around 1 May 2012 and posted on Army Single Face to Industry (ASFI).
