- The US ARMY Soldier Systems Center, Army Contracting Command, Natick, intends to negotiate and award a contract on a sole source basis with Empiristat Inc under the authority of FAR Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This is a follow on effort to Contract W911QY-09-C-0104 that was competitively awarded in 2009. Unforeseen delays in FDA process have created delays that outlasted the originally awarded contract POP. Empiristat, Inc. houses the subject matter expertise inherent to this program and particularly to data generated by the HOPSS study necessary to complete the FDA process without delay or increased cost to the government. This sole source effort is to complete the process started under contract W911QY-09-C-0104. Openly competing the contract requirements would require a new vendor at least 3-4 months in data transition and database re-development to come up to speed with current program requirements. This would negatively impact program progress and policy determinations which are awaiting results from this program. In addition it would cost the Government approximately 500% more based on the Government's independent cost estimate to recomplete this effort and award to a new contractor.
