- NASA/GSFC has a requirement for a Er:Yb:Phosphate Glass Planar Waveguide with 15micron core. Below are the specifications for adhesive-free bond planar waveguide (PWG):1. PHOSPHATE GLASS FOR WAVEGUIDE BUILDConsisting of the acquisition of 2.2% (+/-0.1%) Er, 12.2% (+/-0.1%) Yb Qx/Er phophate laser glass and undoped phosphate laser glass from Kigre;it is requested that undoped material shall be CTE matched to the doped material;it is requested that the undoped material shall have a refractive index 0.0030.001 lowerthan the doped material.2. MEASUREMENTS FOR MATERIAL FOR ITEM 1 ABOVEConsisting of the measurement of doped Kigre Qx/Er phosphate glass and undoped KigreQx/Er phosphate glass;Measurements to include: refractive index, CTE, doping concentration, and thermalconductivity. Values will be reported to buyer/requestor for approval prior tocommencement with Item 3 below.'3. AFB PHOSPHATE GLASS WAVEGUIDES, 0.48MM X 5MM X 150MM (AFB = Adhesive-Free Bond)Consisting of 2.2% Er, 12.2% Yb Kigre Qx/Er phosphate glass, 0.015 x 5mm x 148mm, withundoped Kigre phosphate glass of 0.2325mm x 5mm x 148mm AFB'd to both 5mm x 148mmsurfaces;one undoped Kigre phosphate glass end cap of 2.0mm L will be bonded to one 0.48mm x 5mmend;optical surfaces 'F' and 'G' to obtain a surface roughness of lambda/10 RMS or better anda surface figure of lambda/10 P-V or better @ 632nm, s-d 10-15;optical surfaces 'D' and 'E' to obtain a surface roughness of lambda/10 RMS or better anda surface figure of lambda/10 P-V per inch or better @ 632nm, s-d 20-10;optical surfaces 'M' and 'N' to obtain a surface roughness of lambda/10 RMS or better anda surface figure of lambda/2 P-V per inch or better @ 632nm, s-d 40-20 (except for fineground sections indicated).4. Non-recurring engineering5. COATING FOR ITEM 3 ABOVECoat one end face (0.48mm x 5mm) with a dual wavelength AR coating: A. 1527-1575nm wavelength and an external angle of incidence of -8 degrees to +3 degrees,reflectance shall be less than 0.2%, 100% clear aperture required; and 930-950nmwavelength and an external angle of incidence of -7 degrees to -27 degress, reflectanceshall be less than 0.2%, 100% clear aperture required.Coat one end face (0.48mm x 5mm) with a dichroic coating:B. 930-950nm wavelength and an external angle of incidence of -7 degrees to -27 degrees,reflectance shall be greater than 90% and 1527-1575nm wavelength and an external angle ofincidence of -8 degrees to +3 degrees, reflectance shall be less than 0.2%, 100% clearaperture requiredCoat both large surfaces (5mm x 150mm):SiO2 evanescent coating, approximately.00012'' (3 microns), tooling areas of 0.25: max.from slab ends are permissible.'6. LASER DAMAGE TESTINGLaser damage certification on witness samples, best-efforts for 15J/cm2, 20ns pulse width@ 1500nm'NASA/GSFC intends to issue a sole source procurement to purchase the item from OnyxOptics, Inc. The authority of Other than Full and Open Competition is 10U.S.C.2304(c)(1), Only one responsible source. DO Rating is DO-C9. This synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit capability statements to perform the effort inwriting to the identified point of contact not later than 2:30 PM. local time on March 9,2012. Capability statements will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Based upon responsesto this notice a determination by the Government not to compete this proposed effort on afull and open competition basis is solely within the discretion of the government.
