Inventory Control Point Request for Information (RFI) General Information: Document Type: Request for Information Solicitation Number: RFI-ICP-FY12 Reference Number: Posted Date 22 February 2012 Original Response Date: 07 March 2012 Current Response Date: 07 March 2012 Current Archive Date: Automatic Classification Code: R - Logistics Support Services NAICS Code: 541614 Contracting Office Address: Department of the Air Force, Air Force Space Command, Space Missile Center (SMC), Space Development and Test Directorate, (SMC/PKTS), Kirtland AFB, NM. Description: The Space Development and Test Directorate, Launch Systems Division (SDL), Kirtland AFB, is contemplating issuance of a single award, five year contract to provide inventory management services at multiple locations within the continental United States. SDL has an inventory of approximately 38,000 individual items that were retained after the Air Force deactivated the Minuteman II and Peacekeeper Intercontinental Ballistic Missile (ICBM) Systems. These items are currently stored at three primary locations; Hill AFB UT, Vandenburg AFB CA and Camp Navajo Logistics Facility AZ. The winning contractor will be required to provide the following types of inventory services at the locations listed above (other inventory services may be added to the RFP): • Conduct an annual physical inventory of 100% of all items, • Maintain inventory information using a GFP provided commercial software package (MIRO technologies GOLDesp software), • Establish an interface between GOLDesp Software and Defense Logistics Agency (DLA) Transactions Services Server (needed for transmission of MILS messages between GOLDesp and DLA), • Coordinate shipping of inventory items and update inventory information accordingly, • Dispose of inventory items through DRMO, and • Carry out Item Unique Identification actions. The Government is requesting interested vendors to submit a written Statement of Capability (SOC) to this office, expressing their desire and ability to meet inventory control point requirements. The SOC shall contain pertinent and specific information addressing the following areas: • Experience: an outline of previous work with Air Force ICBM item inventory (desired), relevant to the specific task areas of this effort; and a statement regarding industrial security clearance and facilities to support work at the SECRET level. Responses must also contain information demonstrating the interested vendor's ability to meet the following technical requirements: (1) Ability to conduct physical inventory of ICBM related items (desired) (2) Ability to use GFP software (MIRO Technologies GOLDesp) (required) and establish an interface with DLA Transaction Services server (required) (3) Experience with ICBM size solid rocket motor hardware (required) The North American Industrial Classification Code (NAICS) for this effort is 541614 with a small business size standard of $7M. Responses from small and small, disadvantaged businesses is encouraged. All responses shall include the vendor's size status and socioeconomic designation (8a, women owned, veteran owned, etc.).
