- The Naval Facilities Engineering Command (NAVFAC), Mid-Atlantic, Public Works Department Earle - Facilities Engineering Acquisition Division (FEAD), Colts Neck, NJ intends to issue a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for repairs and replacement of fencing and gates at Naval Weapons Station Earle, Colts Neck, NJ in strict accordance with the Statement of Work. The contract will be for a base period of one year plus four (4) one-year option periods. The work includes repair, replacement and alteration of various types of fences and gates, and other incidental work related to fences at existing or new locations at the Naval Weapons Station Earle. The Contractor will be required to provide all labor, equipment, materials, tools and management necessary to fulfill the requirements of task orders issued by the Contracting Officer under this contract. This announcement is a presolicitation notice to inform potential bidders and is not the Invitation for Bids (IFB). The solicitation will be Set Aside for Service-Disabled Veteran-Owned Small Business under NAICS Code 238990, All Other Specialty Trade Contractors (Small Business Size Standard is $14.0 million). The applicable FSC Code is Z1PZ. The total estimated magnitude of this procurement (base period plus all four option periods) is between $1,000,000 - $5,000,000. The guaranteed minimum for the contract shall be $50,000 for the base period. A contract will be awarded to only one bidder. It is anticipated that solicitation N40085-12-B-7422 will be issued on or about 20 March 2012. Bidders will be able to view and download the solicitation at https://www.neco.navy.mil (NECO) when it becomes available. It will not be provided in either a paper format or CD ROM. All interested bidders shall register at the NECO website. Registration and downloading of the solicitation is free of charge. Notification of any changes to the IFB (amendments) shall be made only on the NECO website. It will be the bidder's responsibility to ensure that all amendments are downloaded and acknowledged with their bid. A bid opening date has not been established at this time but will be published in the IFB when it is released.
