Notice of Request for Proposals for Enhanced Polar System (EPS) Control and Planning Segment (CAPS) Notice of Request for Proposals for Enhanced Polar System (EPS) Control and Planning Segment (CAPS) SMC/MCXN (EPS Program Office) 483 N. Aviation Blvd, Bldg A8 El Segundo, CA 90245-2808 Contracting Officer: Ms. Natalie Tunnell, (310) 653-9530 General Information Point of Contact: Mr. Noble Smith (310) 653-9294 The Space and Missile Systems Center, MILSATCOM Directorate (SMC/MC) at Los Angeles Air Force Base, California is releasing a Request for Proposal (RFP) for the Enhanced Polar System (EPS) Control and Planning Segment (CAPS) Development Contract today, 28 February 2012. The NAICS code for this acquisition is 517919. Widest industry participation is highly encouraged. The EPS program will provide Extremely High Frequency (EHF) protected satellite communications (SATCOM) capability to forces operating in the North Polar Region. CAPS will be the primary means for commanding and receiving telemetry for the payloads. Proposals are due by 28 April 2012 at 4:30 pm, which is sixty (60) days from the date the RFP was issued. All of the RFP documents are located in the EPS CAPS Bidder's Library. Offerors may request access to the Bidder's Library by contacting Ms. LaMia Keenan by email at lamia.keenan.ctr@losangeles.af.mil or at (310) 653-9393 (Alternate POC: Mr. Noble Smith, noble.smith@losangeles.af.mil or at (310) 653-9294) and must obtain and sign a Non-disclosure Agreement prior to accessing the Bidder's Library. All information in the EPS CAPS Bidder's Library is at the unclassified level, however the Bidder's Library does contain the instructions for accessing all classified documents referenced in the RFP.
