Description
The U.S. General Services Administration (GSA) has a requirement for a Switchgear Replacement at the Federal Building and U.S. Courthouse in Ann Arbor, MI. THIS IS NOT AN OPEN MARKET PROCUREMENT. A JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION HAS BEEN COMPLETED IN ACCORDANCE WITH FAR 6.302-2, UNUSUAL AND COMPELLING URGENCY. The statutory authority for the proposed action is FAR 6.302-2 - Unusual and Compelling Urgency. This authority applies in situations where the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Request for Proposal (RFP) GS-05P-11-SV-C-0017 for the project, Switchgear Replacement, was issued via FedBizOpps.gov on August 2, 2011 with a closing date and time of September 1, 2011, 4:00pm Central Standard Time. A contract award was made on September 29, 2011 to the contractor offering the best value to the Government. After award and prior to the commencement of any work, a bi-lateral agreement (no-cost settlement termination for convenience) was reached with the contractor. The requirement for the work still exists and the present switchgear is old, past its useful life and showing signs of excessive wear. Aside from almost frequent repair work, some parts are no longer available. The GFI breakers inside the switchgear are breaking down. In light of the aforementioned, immediate replacement is necessary to avoid electrical power failure in the event of a major breakdown. GSA determined it would be in the best interest of the Government to award the contract to the contractor providing the best value had the prior contractor not been given the initial award. This company, Allied Building Services, represents the best value to the Government.
