- NASA/GSFC has a requirement for an Aqualog instrument with computer controller andsoftware to measure fluorescence and absorbance of seawater samples with additionalaccessories, including four quartz cuvettes, Eigenvector statistics software, and asoftware key.Minimum requirements include an instrument capable of conducting fluorescence scansincluding 3-dimensional excitation emission matrix (EEM) scans from 230-610 nanometers(excitation) and 250-610 nanometers (emission). The instrument must have built-in toolsfor inner-filter effect correction (requires absorbance measurement capability), quininesulfate equivalent computation, and EEM arithmetic including background subtraction andRayleigh line masking. The instrument must be capable of generating fully corrected, NISTtraceable EEMs.NASA/GSFC intends to purchase the items from Horiba Scientific pursuant to FAR 13.106,for the acquisition of supplies or services determined to be reasonably available fromonly one source. After careful review by a NASA research group and advice from threefluorescence experts, it was determined that the Aqualog instrument from Horiba appearsto be the only instrument that has the unique performance specifications that areessential to the required application -1. Fastest scanning instrument: >5 millions nm/min emission scan rate maximum(complete EEM scan can be conducted in approximately 1-2 minutes)2. Highest water raman signal-to-noise ratio of any benchtop fluorometer (>20,000 RMS)3. Contains a full built-in dual-beam absorbance spectrophotometer; only system tosimultaneously measure fluorescence and absorbance4. Scan from low to high energy to minimize ultraviolet exposure and photobleaching ofsample5. Only system to optically and kinetically match absorbance and fluorescence6. Only system with built-in tools for inner-filter effect correction, quinine sulfateequivalents computation and EEM arithmetic including background subtraction, Rayleighline masking7. Only optical bench capable of millisecond absorbance and fluorescence spectralkinetics-good for online flow through monitoring, and8. Only system to export fully corrected NIST traceable EEMs with a dedicatedmultivariate package including PARAFAC.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 8, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
