- The St Louis Job Corps Center is a Federal facility owned by the Department of Labor/Employment & Training Administration. It is operated by MINACT Inc. under contract #DOLJ12RA00037 with the Department of Labor. The St. Louis Job Corps provides vocational & Academic training to economically disadvantaged youth 16 to 24 years old. It is a 24/7 facility with over 600 students. The St Louis Job Corps Center is seeking a small local business to provide all tools, supplies, parts, components, equipment, and labor necessary to diagnose and repair heating/cooling equipment on Center buildings. This would include repairs, seasonal maintenance, and small alterations to (but not limited to) electric air conditioning units, gas fired furnaces and boilers, ventilation equipment, and gas fired hot water heaters. The vendor shall provide service on a 24 hours a day, 365 days a year basis and arrive on Center within 4 hours of being called by the Center's Supervisor of Maintenance or his representative. After being briefed by Center Maintenance, the vendor will examine the problem; provide a diagnosis or solution of the problem with a written cost estimate of the repair. Vendor would start repairs upon issuance of a purchase order by the Center based on vendor cost estimate. After work is complete to the satisfaction of the Center Maintenance Supervisor, vendor will submit an invoice (referencing purchase order number) for payment in a timely manner. Vendors will abide by the Davis Bacon Act and comply with current Department of Labor Area Wage Determinations. Vendors must have a current City of St Louis business license and current City of St Louis mechanical contractor's license. Suitable vendors will have personnel who are factory trained to perform repairs, certified by the EPA to perform refrigerant services, and have current City of St Louis Journeyman licenses. The Center is not seeking middle men or third parties who further subcontract the work to local vendors. Base period of performance is April 1, 2012 through September 30, 2013. Interested vendors who can provide service based on the qualifications above will provide offers indicating hourly labor rates for normal service times (stating workdays and times), rates for weekends & holidays, and rates for after hours. Vendor will indicate any fuel surcharges or minimum charges associated with a service call. Vendor will state warranty time period for workmanship. Vendors will provide proof of general liability insurance, certifications, licenses, and provide commercial business references. Offers must be received in the Purchasing Department, St Louis Job Corps, 4333 Goodfellow Blvd, St. Louis MO 63120 by March 28, 2012 at which time they will be reviewed. Emailed offers are acceptable. The St Louis Job Corps Center reserves the right to accept or reject any or all offers. The Center will be the sole judge of which offer is selected for approval.
