- This is a combined synopsis/solicitation. The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National Marine Fisheries Service, Woods Hole, MA, intends a single award for the leasing of a vessel and services required in support of general oceanography and fishery related research operations in the Penobscot River estuary (from Hampden to Isleboro, Maine). The successful contractor shall furnish the necessary personnel, materials, equipment, services and facilities (except as otherwise specified) required in accordance with the Statement of Work. The vessel will be involved in conducting a range of ecosystem-based sampling which may include (but is not limited to) midwater trawling, surface trawling, plankton sampling, water quality sampling and hydro acoustics. Primary gear used will be towable nets which will be provided by the government. The vessel is required to cary 2-4 scientists for a minimum of 3 individual sea days with 7 optional sea days from April 25, 2012 to November 30, 2012. Requirements are provided in detail in the Statement of Work. This is a small business set-aside. The NAICS code for this action is 488390. This acquisition is 100% small business setaside. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. Potential Offerors are encouraged to upload a copy of the solicitation from this website. The date offers are due shall be given on the solicitation. The government requires that all contractors doing business with the government must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Any vendor desiring to be considered for award must be registered in CCR and ORCA using this NAICS code. Any resulting contract will be awarded as a firm-fixed price contract.The government now encourages all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov. Award will not be made to any contractor that is not registered in CCR and BPN.
