Description
Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB), (2) Veteran Owned Small Businesses (VOSB), (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Woman Owned Small Businesses (WOSB), (6) Small Disadvantaged Businesses (SDB), and/or (7) other Small Business (not belonging to a specific socioeconomic group) that are capable of meeting this construction requirement. The construction need is relative to Project No. 898CM2032 entitled Los Angeles National Cemetery Columbarium Expansion and Cemetery Improvements (Phase I), located in Los Angeles, California. This project is the first construction phase (Phase I) of multiple-phases expanding columbarium onto this approximately 13 acres parcel from West LA VA Medical Center. This phase would provide 10,000 columbarium niches occupying approximately 6 acres of the 13 acres of land. This project is also including some minor improvements in the existing Cemetery to support the new columbarium expansion operation. Phase 1 Columbarium Expansion consist of development of approximately 10,400 columbarium niches; approximately 560 memorial wall memorials; access roads and parking; entrance gate/wall and perimeter fencing; committal service shelter, restroom and small kiosk. Also included will be the demolition of existing VAMC Ground Maintenance Building structure and utilities; grading, drainage, and landscaping; irrigation; security cameras with a small security hub, signage and site furnishings. This project will also include some infrastructure repairs and upgrades to the existing Los Angeles National Cemetery such as the building a new Trellis structure, where one previously existed; Rostrum repairs, renovation of the historic Administration/Chapel interior space; HVAC and primary electrical upgrades; and accessibility improvement to some of the existing structures. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The award of a firm fixed-price construction contract is anticipated. Interested bondable small businesses having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought announcement. In order to be considered, you must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety); and (4) Construction experience of similar projects in size, scope and dollar amount (minimum 3). You are required to e-Mail your responses to the Contracting Officer (Brian Johnson) at Brian.Johnson@va.gov no later than 4:00PM EST on March 14, 2012. Within the subject line of your e-Mail, state Los Angeles National Cemetery with your Company Name. Please note that this is not a request for proposal (RFP) and the government is only seeking information for market research purposes only. However, the government intends to use this information to assist in developing a procurement strategy and any resulting set-aside decision. The government may or may not issue solicitation documents. Look for any further information at www.fbo.gov about this possible procurement.
