- This is a notice of Intent to solicit and award a contract to Leadership Development Associates (LDA) of Orange, California on a sole source basis for Executive Readiness Training customized for IRS. LDA previously developed Executive Readiness training to IRS executives. Included in this training was a course entitled “Leading as a way of Serving,” a copyright video based course which was customized for IRS executives. The new contract will be awarded to LDA as a follow on to the previous contract. The proposed training program will be developed by revising LDA’s “Leading as a Way of Serving” curriculum previously piloted to IRS executives and senior managers. LDA will also train IRS personnel as facilitators for the revised course. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, “Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements.” This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties may submit their interest and ability to meet IRS needs. However, responses received no later than noon March 01, 2012 as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement for the follow-on acquisition. A determination by IRS not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of IRS.
