PLACE OF PERFORMANCE: USAID/Central Asian Republics, Tashkent, Uzbekistan •8. JOB DESCRIPTION: A) BACKGROUND The USAID Regional Mission for Central Asian Republics (USAID/CAR) is headquartered in Almaty, Kazakhstan, with full country office presence in Tashkent, Uzbekistan; Ashgabat, Turkmenistan; Dushanbe, Tajikistan; and a liaison office in Astana, Kazakhstan. Central Asia is of vital importance to U.S. foreign policy goals. Bordering Russia, China, Iran, and Afghanistan, Central Asia is a vast, resource-rich, developing region in a geopolitically charged neighborhood. U.S. development objectives, goals, opportunities, and challenges directly stem from this geographic and regional reality. Since 9/11, U.S. foreign policy has emphasized bolstering the security of the Central Asian "front-line" states to help them combat terrorism, halt arms proliferation, and fight drug trafficking out of Afghanistan. Central Asia plays a critical transport and logistics role in support of U.S. military forces in Afghanistan, most notably through the local procurement and shipment of non-lethal supplies to U.S. forces in Afghanistan via the Northern Distribution Network (NDN), a series of commercially based logistical arrangements connecting Baltic and Caspian ports with Afghanistan via Russia, Central Asia, and the Caucasus. The Regional Mission for Central Asia is responsible for the strategic planning, program design and implementation, achievement of results, and reporting for the USAID assistance programs for the five Central Asian Republics. The U.S. Government's program of assistance in the region is focused on the growth of small-scale enterprise and trade; building a more open, democratic culture; better management of environmental resources, including energy; and improved primary healthcare. It ranks as one of the Agency's largest programs, with funding levels that have averaged over $115 million annually. The Mission implements its programs together with more than 80 implementing organizations funded via acquisition and/or assistance mechanisms. The staff manages a program that addresses six program areas principally focused on assisting these former communist states in making the transition to Western-style democracies with viable market economies. USAID Assistance Program in Uzbekistan totaling over $10 million (OYB FY 2011) annually is focused on democracy and governance, health, and economic growth. It is a challenging work environment and this position requires an experienced professional, technically qualified individual who can exercise sound judgment, and can articulate and uphold the Agency's development objectives and goals within the broader context of the USG foreign policy priorities in a diverse and constantly changing environment. Given Uzbekistan's role as a critical partner in regional security and stability efforts, the position requires superb communication skills and interagency experience, particularly in working with the Departments of State and Defense, in a region of increasing geopolitical importance to the USG. •B) DUTIES AND RESPONSIBILITIES This senior position reports directly to the USAID/CAR Regional Mission Director and is responsible for managing the overall USAID program operations and relationships with the U.S. Embassy in Uzbekistan. The incumbent leads a Country Office responsible for USAID development assistance in Uzbekistan countries in cooperation with the regional program in Central Asia and cross-border development projects with Afghanistan and Pakistan. These responsibilities span all aspects of strategic planning, program policy, portfolio monitoring, budget planning, and execution and leadership coordination of assistance with other USG agencies at posts. S/he is a key player on the Mission's senior management team, and functions as a senior advisor to the Mission Director and Chief of Mission at each Post. S/he plays a leading role in shaping programming across a region critical to implementing U.S. foreign policy objectives. The incumbent supervises a diverse contingent of Foreign Service Nationals (FSN) and USPSCs. The position serves as the primary liaison for USAID assistance to the Host Country Governments, often dealing with the respective Ministry of Foreign Affairs and other line ministries. Duties and responsibilities include but are not limited to: 1. Serves as the primary liaison official for USG assistance with the Government of Uzbekistan, the American Embassy in Tashkent, private voluntary organizations, international donor Organizations, and the private sector. 2. Is responsible for directly and indirectly supervising and monitoring all USAID assistance to Uzbekistan through the activities of institutional contractor personnel (short and long term) operating in country. 3. Through field observation, analysis and consultation with host government and other local entities, identifies needs for USAID assistance in areas consistent with the overall USG assistance program for Central Asia. Advises the Regional Office of these needs, and as required, develops concept papers outlining the potential USAID response. 4. Maintains effective liaison and communication between the USAID/Central Asia Mission, the U.S. Embassy in Tashkent, USAID grantees and contractors, other donors, and the Government of Uzbekistan. 5. Serves as a member of the American Embassy/Tashkent's Country Team and takes lead role in USAID's contribution to development of Mission Resource Report, Operational Plan and Performance Plan Report. 6. Ensures that all administrative and accountability requirements related to USAID operations and activities are handled in accordance with established policies and procedures, in consultation with USAID/CAR Regional Controller and Regional Executive Officer in Almaty. 7. Provides regular and frequent reporting to the USAID/Central Asia Mission in Almaty, the Mission Director, and the Asia Bureau Offices on progress, successes, impacts, problems, constraints, and issues related to USAID-financed programs in Uzbekistan. 8. Coordinates with other donors in Uzbekistan to ensure that programs are complementary and consistent. Ensures that USAID/CAR/Almaty remains informed on other donor plans and activities in Uzbekistan. C) Supervision Received The USPSC Uzbekistan Country Office Director will report to the USAID/CAR Regional Mission Director. Under broad USAID/CAR Mission guidance work is performed with a very high degree of independence and is reviewed only for adherence to administrative policy of the Agency and for assurance that the broad, technical objectives have been fulfilled. The incumbent will keep the Mission informed of progress/ and problems/issues, his/her recommendations are considered authoritative and are not reviewed technically. D) Supervision Exercised In coordination with one US Director Hire Foreign Service Program Officer, the incumbent will provide technical guidance and supervision to the USAID/Central Asia/Uzbekistan Country Office employees - one USPSC Senior Development Specialist, five FSN Project Management Specialists and three FSN administrative support staff. The incumbent is also responsible for directly supervising and monitoring the Chiefs of Party and the activities being funded by USAID. There are several PVOs and sub-grantees operating in Uzbekistan at any one time. Additionally, there are both long-term and short-term institutional contractors. E) Levels of Contacts The Incumbent actively engages in official personal contacts with Host-Country high ranking officials (at the Ministerial level), different U.S. Agencies, international organizations, private groups, U.S. or foreign private groups, etc. In Uzbekistan it is expected that personal contacts will include, but not be limited to, the following: Speaker of Parliament, Republic of Uzbekistan Ministers and Deputy Ministers in Uzbekistan The heads of various social sector committees in the Presidential Apparatuses in Uzbekistan U.S. Ambassador to Uzbekistan Chiefs of Party of USAID-funded IAA, contractors, and grantees Senior officials and executives at U.S. Headquarters of USAID-funded IAA, Contractors, and Grantees Local Partners and Organizations PVOs, NGOs Host Country Officials International Donors (bilateral and multilateral) Visiting USG Officials (Congressmen, Senators, CODELs, Staffdels) F) QUALIFICATION REQUIREMENTS 1) General : Must be a U.S. citizen, must be able to obtain a U.S. Government "Secret" security clearance. Must be able to secure a medical clearance to serve in Uzbekistan. Must be willing to travel throughout Uzbekistan and occasionally to other countries in Central Asia. 2) Prior Work Experience: This is a position that requires maturity and a minimum of ten years of progressive overseas experience relating to economic development, rule of law, education development, public health management, community development, and/or food security, and analysis with a proven track record of programmatic accomplishment and professional achievement as well as the ability to function in complex, frequently changing political and economic conditions. The candidate must have at least five years of effective international program development/ management experience including strategic planning and analysis while residing in a transitional or developing country. Preference will be given to those with experience in Central Asian Republics or other post-Soviet republics. At least three years of successful leadership experience in a team environment is required. 3) Knowledge and Technical Skills: Knowledge, experience and demonstrated competency in the design, management, and evaluation of projects to improve their quality, relevance, and cost-effectiveness. Management skills to analyze and resolve a wide range of challenges and problems arising in project/activity implementation; intellectual curiosity; balanced judgment; and the ability to conceptualize - both strategically and programmatically; and an ability to generate trust and build alliances with donor partners. Knowledge of the political, social, and economic characteristics of former-Soviet countries, preferably Central Asian. Exceptional proficiency in oral and written communications; to report on the status of activities and projects; to establish and maintain effective relations with all levels of people in former-Soviet countries; and, to represent USAID/CAR's projects and strategies in professional meetings and conferences. Must have demonstrated ability to produce professional quality analytical pieces. Must be able to make oral presentations logically and persuasively to senior officials, other donors, the NGO community, and to USAID and other USG officials. Familiarity with USAID's policies and priorities and means of delivering assistance in developing nations. Preference will also be given to individuals with knowledge of USAID procedures and systems for strategic planning, results frameworks, activity design, program monitoring and evaluation. Hands-on experience with and knowledge of Agency-provided computer software and hardware used in the USAID system. 4) Interpersonal and leadership skills: Exceptional leadership, communication and interpersonal skills and demonstrated ability and willingness to function collaboratively and productively as a member of a multi-disciplinary and multi-functional team, and must have the ability to work effectively in a team environment to achieve consensus on policies, activities and administrative matters. Proven ability to work well in complex institutional settings and to develop networks of relationships that facilitate collaboration among colleagues and a genuine interest in assisting USAID staff with expedient program implementation. Must exercise discretion, tact and diplomacy especially when dealing with politically sensitive issues, must be able to interact effectively with a broad range of internal and external partners and USAID clients, international organizations, and host country government officials or NGO counterparts. Proven track record of successful management of USG inter-agency relationships desired. 5) Education : At a minimum, a graduate degree in one of the social sciences, economic, or in public administration, political science, international affairs, public policy, or other relevant field is required. 6) Language Skills : Must be fluent in English (Level IV) and have proven ability to communicate quickly, clearly, and concisely, both orally and in writing, including technical reports and strategic, conceptual documents.
