Description
The Department of Transportation, U.S. Maritime Administration's Division of Atlantic Operations intends to solicit quotations for a shipyard to perform a regulatory drydocking and ABS Special Survey #5 on the TS STATE OF MAINE using Simplified Acquisition Procedures pursuant to FAR Subpart 13.5 Test Program for Certain Commercial Items. The TS State of Maine is the training ship of the Maine Maritime Academy. It is an 8,100 HP diesel ship with an overall length of 500 ft, a beam of 72 ft, maximum operating draft of 30 ft - 6 inch and gross tonnage of 12,542. All work performed by the Contractor shall serve to accomplish the requirements of 46 CFR Part 61 and ABS Rules 7-3-2/5. In addition, numerous other items shall be performed to include, but not be limited to, the following: 1. Replacement of 3 cranes. 2. Conversion of two ballast tanks to sewage holding tanks. 3. Hull and Ballast tank coatings renewal. 4. Overhaul of the CP Propeller and its oil delivery box. 5. Tank cleaning and inspections. Performance/Availability Period : The start of the availability period for this requirement must be not later than June 30, 2012 at the pier in Castine, ME. However, the only ITEM which shall be started on that date at Castine shall be ITEM 37: MACHINERY-LINESHAFT BEARINGS AND ALIGNMENT. Following completion of that ITEM, the ship shall be prepared to depart Castine, ME, and sail to the Contractor's facility on July 9, 2012. With an estimated 3 day transit to an East Coast shipyard, arrival near the Contractor's facility is planned for July 12, 2012. The shipyard availability must be completed no later than August 20, 2012. The complete solicitation package will be posted on this website on or about March 5, 2012. A ship check will be conducted at Castine, ME at 1000 hours on March 14, 2012. ATTENTION: Small and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
