- This is a Notice of intent to award a sole source, Firm- Fixed Price (FFP), three (3) month bridge contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(a)(2)(iii)(A)(B) - Only one responsible source and no other supplies or services will satisfy agency requirements, to Testing laboratories, to Universal laboratories, located at 20 Research Drive, Hampton, VA 2366. The scope of the requirement is to provide laboratory testing services for the sewage treatment plants, waste program, and water program (storm water/industrial wastewater) for Marine Corps Base, Quantico. The NAICS code for this requirement is 541380. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. A Request for Quote (RFQ) will not be available for this competitive proposal. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
