Description
1. Introduction. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. 2. Background/Purpose and Objectives. a. Background. The Division of Laboratory Sciences utilizes a variety of autosamplers and temperature controlled microplate holders to accomplish its public health mission. These robotic autosamplers are necessary to meet the Division of Laboratory Sciences mission of measuring environmental toxicant exposures as well as for research and development to establish new analytical methods for measuring the harmful constituents of cigarette smoke to support FDA tobacco regulation efforts. b. Purpose and Objectives. Project requirements. Scope and Requirements: Scope: The selected vendor will provide telephone support, replacement of malfunctioning modules within 24 hours, on-site repairs by qualified engineers, priority response time, coverage of all parts and travel to CDC, and free firmware and software upgrades. This agreement covers multiple instruments and instrument components as detailed on the equipment listing spreadsheet provided as part of this requisition package. Technical Requirements: • Respond to phone calls regarding service needs for instruments covered in the maintenance agreement. Vendor must provide a response via telephone within four hours of the placement of the service request. • Following the identification of a malfunctioning module, the vendor will provide a replacement for the module within 24 hours of receipt of the telephone call. • Provide priority scheduling for requests for on-site service for instruments. Vendor must provide on-site service within 48 hours of the placement of the service request. • Include all labor, new OEM parts, and travel costs associated with covered service. • Provide assistance with instrument trouble-shooting and preventive maintenance to keep instruments in proper working order. • Vendor must provide free firmware and software upgrades. Upgrades will be performed on-site during the preventative maintenance visit or remotely through the technical support group. • Provide free mechanical upgrades as instructed by the original manufacturer. c. Deliverables: Deliverable Due Date Deliver To #1 Module replacement Within 24 hours of receipt Applicable Team of call identifying the issue Leader #2 PM audit results Within 24 hours of completion Applicable Team of PM visit Leader #3 Service repairs Within 48 hours of repair Applicable Team request, report of repairs Leader 24 hours after repair completed d. Anticipated period of performance. Base Year: 4/30/2012 through 4/29/2013 Option Year 1: 4/30/2013 through 4/29/2014 Option Year 2: 4/30/2014 through 4/29/2015 Option Year 3: 4/30/2015 through 4/29/2016 Option Year 4: 4/30/2016 through 4/29/2017 e. Other important considerations. None f. Capability statement /information sought. Respondents shall submit a capability statement ONLY for this requirement. All correspondence and responses must be submitted via e-mail to Wikiki Henton, Contracting Officer, at kfv5@cdc.gov and received no later than March 9, 2012. The email subject line must read Sources Sought 2012-N-14266. All responses to this notice must identity the socio-economic status of the respondent as registered in the Central Contractor Registration, name and address of company, name and phone number of contact person, and DUNS number. The applicable Small Business Administration North American Industry Classification System (NAICS) code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing, $7M in average annual receipts. 3. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
