Description
This is a SOURCES SOUGHT notice. This IS NOT A Request for Proposal (RFP) or a Pre-Solicitation Notice (Synopsis). No contract will be awarded from this announcement. DESCRIPTION: The US Army Corps of Engineers (USACE) has a requirement for Lease space to house microwave radio communications equipment and related antennae at radio sites in southern Washington state running southward through Oregon along the I-5 corridor terminating finally at Lost Creek Lake, 30 miles northeast of Medford, Oregon. The applicable NAICS Code(s) for this requirement is 531110, 531120. PURPOSE OF NOTICE: This Sources Sought is being used as a market research tool to determine potential sources including but not limited to: Small Business (SB) sources, Certified 8(a) business, HUBZone small business (HUB Zone), Women Owned or Service Disabled Veteran-Owned Small Business (SDVOSB) prior to determining the method of acquisition and issuance of an RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. RESPONSE DEADLINE: The Government invites Lessors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements No Later Than 2:00 PM Pacific Time on March 09, 2012. Please limit to (5) pages. Electronic responses are acceptable if prepared in a Microsoft 2003 compatible format; Email electronic responses to larry.lefave@us.army.mil or david.baker@us.army.mil with "DACW57-12-01 Sources Sought" in the subject line of the Email. CAPABILITY STATEMENT: Capability package shall include the following: 1. General Organizational information. 2. Your capability to provide the following: a. Tower space for antennas operating in the 7 to 8 gigahertz range with antenna diameters from four (4) to eight (8) feet and estimated weights from 152 to 500 pounds. b. Microwave radio communications equipment facility of permanent construction (able to protect the equipment from weather extremes), securable, with standard mounting racks, on site commercial electricity (115 V with (1) 30 amp and (1) 15 amp dedicated circuits) with emergency back-up power. The facility must have heating, ventilation, and air conditioning capable of temperature control to from 65- 80 degrees Fahrenheit. 3. Your eligibility to perform contract work for the United States Government. 4. Your willingness to sign a Government Real Property Lease Contract and register with Central Contractor Registration (CCR). If you are already registered in CCR please provide a copy of your complete registration. PERIOD OF PERFORMANCE: The Period of Performance is estimated to be ten (10) years with the potential of two (2) additional five -year options. TYPE OF CONTRACT: It is the Government's intention to award one or more Lease(s) that provide the best overall value to the Government. REQUIREMENT: USACE Portland District needs to replace its existing communication links operating on 400 Megahertz (MHZ) equipment with newer more sustainable 7-8 Gigahertz equipment at radio sites in southern Washington state running southward through Oregon along the I-5 corridor terminating finally at Lost Creek Lake, 30 miles northeast of Medford, Oregon.
