Attachment 1 to RFI HSHQDC-12-I-00001 SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) NOTICE: This is a Sources Sought/Request For Information Only. There will be no solicitation issued at this time. The Department of Homeland Security, Science and Technology Directorate, Threat Characterization and Attribution Branch, is conducting a market survey in order to identify potential organizations that have the resources, capabilities, and experience to provide support to the DHS Bio-Threat Characterization Program. This notice is being used for the purpose of determining market interest, availability, and adequacy of potential sources prior to establishing the method of acquisition and issuance of either a Broad Agency Announcement (BAA) or Request for Proposal (RFP), including the use of any appropriate small business programs. All interested organizations, including Department of Energy National Laboratories and other Government organizations, are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. No funds are available to pay for the preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This notice is for information and planning purposes only and does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit or award a contract. It is the offeror's responsibility to monitor Federal Business Opportunities website located at http://www.fbo.gov for the release of any follow-on information. SUBMISSION CONTENT: Written responses are requested to be no more than 10 single-spaced, 8.5 X 11 inch pages using 12 point Times New Roman font minimum. If the material provided contains proprietary information, please mark accordingly and provide disposition instructions (submitted data will not be returned.) Classified material shall not be submitted. The response should include, but is not limited to, the following: a. A one page profile to include organization name, address, point of contact (including telephone number and email address), Small Business Administration (SBA) business size classification (i.e., large, small, small disadvantaged, service disabled, veteran-owned, HUB Zone, etc.), number of employees, CAGE Code, DUNS number, NAICS Code, major products, primary customer base, statement on whether your interest in this sources sought is for the purpose of becoming the prime offeror or to inquire about subcontracting possibilities, and points of contact who are able to discuss the material submitted. b. A description of your organization's past experience and performance of similar contracts for the work identified in Attachment 1 to this RFI. This description shall address and demonstrate through prior and/or current experience, an understanding of the requirements of the DHS Bio-Threat Characterization Program. c. A summary of your organization's capability and approach to meet the requirements identified in Attachment 1 to this RFI. d. Any other information your company/organization deems necessary to aid the Government in refining its acquisition strategy and assessing your company/organization's capability. SUBMISSION INFORMATION: Interested offerors shall respond to this notice no later than 12:00 PM (Eastern) on 06 April 2012. All interested offerers must be registered in Central Contractor Registration in order to be eligible for award of Government contracts. Interested offerors may email responses to the Government. Electronic responses shall be submitted in Microsoft Word or Microsoft Excel format, or Portable Document Format (PDF). Submit electronic responses to the following: Aaron.Ford@hq.dhs.gov NOTICE TO POTENTIAL VENDORS: The Government may, upon receipt and evaluation of responses, elect to conduct one-on-one discussions with various organizations based upon its analysis of the RFI responses. Please note that the Government is under no obligation to conduct these sessions. The Government may ultimately develop and issue a either a Broad Agency Announcement (BAA) or Request for Proposals (RFP). However, the Government is under no obligation to issue either a BAA or RFP. Furthermore, unsolicited proposals in response to this RFI will not be considered by the Government.
