- The U.S. Medical Center for Federal Prisoners in Springfield, Missouri intends to issue solicitation RFQP04141200013 to remove/demolish the existing rock ballasted EPDM roofing system and install new roofing membrane that will consist of approximately 5,000 square feet of 60 mil. or equivalent fully adhered TPO roofing system and all required hardware and flashing on the 10-C Unit located inside the secure perimeter at the U.S. Medical Center for Federal Prisoners, 1900 W. Sunshine Street, Springfield, Missouri. The successful contractor will be required to provide all labor, equipment, materials and expertise to complete the work in accordance with the statement of work, specifications and drawings. The period of performance will be ninety (90) calendar days after receipt of the Notice to Proceed. The magnitude of this project is between $25,000.00 and $100,000.00. The North American Industrial Classification System (NACIS) code is 238160 with the size standard of $14 million. The solicitation is 100% set aside for small business, FOB Destination, and firm fixed price. Security investigations and subsequent clearances issued by the Federal Bureau of Prisons will be required for all staff who perform any contract activity on the institution property. The solicitation will be made available on or about March 12, 2012 and will be distributed solely through the General Service's Administration Federal Business Opportunities web site http:www.fbo.gov/. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information regarding this quotation, including amendments, will also be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The anticipated date for receipt of quotes is March 29, 2012. Payments will be made using Electronic Funds Transfer (EFT). United States Residency requirements are applicable to this solicitation. Quoting officials and contractor employees working under this contract on federal grounds will be required to sign a certification that for three of the last five years immediately prior to responding to this solicitation, the quoter has: resided in the United States; worked for the U.S. oversees in a federal or military capacity; or has been a dependent of a federal or military employee serving oversees. All responsible sources may submit a quote which will be considered. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database prior to award. The website for registration is www.ccr.gov. Per FAR 52.212-3, an offeror may complete their representations and certifications via the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. If not completed online, a hard copy is required.
