- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The solicitation number is D12PS00124, and the solicitation is issued as a request for quotation (RFQ). The NAICS code is 541690 and the small business size standard is $7.0 in millions. This solicitation will result in an award of a firm fixed-price purchase order for one year base plus four option years; the Government has the right to exercise or not exercise the options based on performance and availability of funds. Notification of any solicitation changes will be made by modification to this announcement. The National Business Center, Acquisition Services Directorate is issuing this combined synopsis/solicitation for the Department of the Interior Office of Natural Resources Revenue (ONRR). The requirement is for a single vendor to provide Natural Gas Liquids (NGL) plant production data and online access to NGL market data. DESCRIPTIONS AND SPECIFICATIONS: NGL plant data: Gas plant monthly data (by calendar date) from January 2009 and continuing for the duration of the order. The data must be available as either Excel or CSV format. The data shall be identifiable by plant, operator, state, county, type of processing and capacity and will include the following: Inlet total, Fuel/Vent/Flare, Non-Hydro Carbon Loss or Shrinkage, Outlet volumes, Ethane, Propane, Butane, Gasoline, Condensate, Other NGLS and NGL Total. NGL Market Data: Access to on-line information that provides expert analysis of NGL markets including discussion of price, inventory, demand and futures.DISCOUNTS: Vendor shall state on quote if any single item or quantity discounts are available.DELIVERY: Vendor shall make requirement available electronically online to ONRR.PRICE and PERIOD OF PREFORMANCE: The period of performance will be for a base period of 1 year with 4 option periods of 12 months each as show below: (The dates are subject to change based on the award date.) The following provision and clauses apply to this solicitation; 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. Quotes will be evaluated based on lowest price, technically acceptable. Technically acceptable means, submittal must meet the needs of the requirement as stated above. The government reserves the right to make award without discussions. The clauses at 52.212-4, Contract Terms and Conditions - Commercial Items. CENTRAL CONTRACTOR REGISTRATION: The clause at 52.204-07, Central Contractor Registration. All offerors must be registered in the Central Contractor Registration (CCR) database before award. The CCR website is http://www.ccr.gov. REPRESENTATIONS AND CERTIFICATIONS: The clause 52.212-3, Offeror Representations and Certifications, Commercial Items. Quoter must either submit a filled-in copy of the provision 52.212-3 Offeror Representations and Certifications - Commercial Items, with quote, or be electronically registered at the Online Representations and Certifications Application (ORCA) website. Also incorporated into award is 52.217-08 Option to Extend Services. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 14 days; 52.217-09 Option to Extend the Term of the Contract. (a) The Government may extend the term of this contract by written notice to the Contractor within 7 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 14 days before the contract expires. The preliminary notice does not commit the Government to an extension.(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years; 52.217-5 Evaluation of Options; 52.232-18 Availability of Funds; 52.232-19 Availability of Funds for the Next Fiscal Year; 52.239-1 Privacy or Security Safeguards and 52-233-10. ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS INTERNET PAYMENT PLATFORM (IPP): (Effective October 2011) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice The only required documentation is the invoice. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer with its proposal or quotation. SECTION 508 REQUIREMENTS. Technical standards from 36 CFR part 1194 Subpart B have been determined to apply to this acquisition. AQD SERVICES GREENING CLAUSE (Effective January 2012)A) Almost every service requires the use of some sort of product. While providing services pursuant to the Requirements Document in this contract, if your services necessitate the acquisition of any products, the contractor shall use its best efforts to comply with Executive Order 13514, and to acquire the environmentally preferable products that meet the requirements of clauses at FAR 52.223-2, Affirmative Procurement of Biobased Products under Service and Construction Contracts; 52.223-15 Energy Efficiency in Energy Consuming Products; and 52.223-17 Affirmative Procurement of EPA-Designated Items in Service and Construction Contracts.B) Additionally, the contractor shall use its best efforts to reduce the generation of paper documents through the use of double-sided printing, double-sided copying, and the use and purchase of 30% post consumer content white paper to meet the intent of FAR 52.204-4 Printing/Copying Double-Sided on Recycled Paper.
