- Pre-Solicitation Notice The U.S. Army Corps of Engineers, Detroit District, intends to solicit for a construction project at the VA Medical Facility, 5500 Armstrong Road, Battle Creek, Michigan 49037. The Contractor shall provide construction services necessary to renovate approximately 28,000 square feet of space in the Community Living Center (CLC), Building 83, for patient privacy. Large multi-bed dorm rooms will be re-configured into private and semi private bedrooms in compliance with VA design criteria. A portion of the rooms will be equipped with special needs equipment (i.e. lift stations). The HVAC systems will be replaced, including new air handling equipment and exhaust fans. Secondary electrical distribution systems will also be replaced and upgraded as necessary. The estimated cost of construction is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 236220, which has a size standard of $33,500,000 in average annual receipts. This project requires knowledge of the following: general construction, alterations, mechanical, plumbing, fire protection, information technology and electrical work, utility systems, necessary removal of existing structures and construction and in particular, construction in a Hospital Environment. This procurement is being solicited as a small business set-aside. This is a Best Value solicitation. Evaluation will be based on Technical Capability, Past Performance, and Price. Technical Capability and Past Performance are of equal importance, and, when combined, are approximately equal to Price. All subfactors are listed in descending order of importance. Evaluation will be at the factor level (i.e., a rating will be given only for Technical Capability or Past Performance as a whole). A bid bond in the amount of the offer is required. The contract will have a 365 day completion requirement. The estimated award date of the firm-fixed price contract is 26 June 2012. A Pre-proposal meeting will be held at the VA Medical Facility, 5500 Armstrong Road, Battle Creek, Michigan 49037. Exact time and location will be noted in the solicitation. As part of this procurement the Army Corps of Engineers intends to require the components for the FY12 Battle Creek VAMC Renovation of the Community Living Center Bldg 83 to be sole sourced using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Resilient plank flooring - Manufacturer: Ceres Pattern: Sequoia 8. Vinyl wall covering - Manufacturer: Innvironment and JM Lynne Pattern: Eco-Alchemy & Foliare, respectively 9. Nurse call - Manufacturer: Tek Tone Model No. Tech Care NC300II 10. Patient monitoring system - Manufacturer: Wander Guard System 11.
