- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-11-G-JT31. The Naval Surface Warfare Center (NSWC) Crane Division plans to issue a P00001 modification to basic ordering agreement (BOA) N00164-11-G-JT31 with Interstate Electronics Corporation, DBA: L-3 Interstate Electronics (L-3), 3033 Science Park Road, San Diego, CA 92121-1101, for repair and software maintenance of fielded VideoScout video management systems. Delivery is required F.O.B. Destination: NSWC Crane, IN 47522-5001. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; only one responsible source and no other supplies will satisfy agency requirements. The basis for restricting competition is L-3 Interstate Electronics ™ proprietary technical data & software and the duplicative cost to the Government that it would not expect to be recovered through competition. No formal solicitation will be issued. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed agreement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Questions or inquiries should be directed to Mr. John C.
