The solicitation will be conducted in accordance with FAR part 15 (Contracting by Negotiation) and part 36 (Construction) and will be evaluated with procedures therein. This solicitation will be set-aside for a Total HUBZone Business. The offeror shall provide all labor, materials, and equipment to prepare the area identified in the drawings and specifications. In accordance with FAR 52.204-7, Required Central Contractor Registration (CCR) and prospective HUBZone firms must be registered in Central Contractor Registration (CCR) http://www.ccr.gov, prior to award. The Offeror must also have a current record in the Online Representations & Certifications Application (ORCA) website located at, https://orca.bpn.gov. No hard copies of the solicitation or drawings will be provided; they can be downloaded from http:///www.fbo.gov. All amendments issued to this solicitation will ONLY be available on the FBO website; http://ww.fbo.gov/. The NAICS Code is: 238220, The Standard Size is: $14.5 million and the Project Magnitude is between $1,000,000 and $5,000,000. Contract Completion Time is 275 calendar days. Payment and Performance Bonds will be required. Background: Replace existing Boiler System per the plans and specifications. The term "Boiler Room System" denotes all existing boilers, deaerator, electrical components and piping. List of Requirements: (1) Replacement of two (2) existing 800 BHP Steam Boilers with two (2) new 600 BHP units. (2) Replacement of one (1) existing 200 BHP Steam Boiler with one (1) new 600 BHP unit. (3) Removal and replacement of one (1) existing Deaerator. (4) Removal and replacement of ALL associated boiler room system piping per the plans and specifications (5) Removal and replacement of all associated boiler room system electrical per the plans and specifications. SITE VISIT: A site visit will be conducted at 9000 Blue Mound Road Fort Worth, Texas on the following dates: Tuesday March 13, 2012 at 10:00 a.m. CT Tuesday March 20, 2012 at 10:00 a.m. CT Please contact Mr. Frank Grey; at 817-847-3673, or email Frank.Grey@bep.gov advising of your plans to attend along with the name of the attendees and the company you represent (no more than 2 people per company). If your name(s) are not on the list you will NOT be permitted to participate in the site visit. This will serve as an opportunity for contractors to fully understand the project, as there will be representative(s) from engineering, contracting and the program office in attendance. Offerors are advised that it is your responsibility to review and monitor the FBO website frequently to ensure you have the most up to date information, including amendments. All correspondence in reference to the solicitation contents or general questions must be addressed in writing on company letterhead, containing a point of contact, the solicitation number, email address, phone and fax numbers and must be addressed to the contract specialist listed. All Offeror must submit with their DUNS Number and/or Cage Number/NAICS Code with their proposal. Basis for Award: The Government will assess the capability of each offeror on the basis of (1) Specialized Experience, (2) Past Performance, (3) Construction management, (4) Safety, and (5) Price. The Government intends to award a Firm-Fixed Price contract to lowest priced, technically acceptable offeror. All questions must be submitted in writing, via email to Samira.Zewari@bep.gov.
