Description
THE SOLICITATION WILL BE POSTED ON OR ABOUT MARCH 12, 2012. DESCRIPTION: The Forests Service in Central Oregon is requesting quotes on an existing Forest Engineering and Road Maintenance (FERM) blanket purchase agreement in the categories for asphalt surface treatment and asphalt pavement grinding. Market research revealed it is the best interest of the government to re-open the (FERM) for the above categories. The intent is to award to multiple venders for increased competition in these categories. Asphalt surface work includes, but is not limited to asphalt patching, slurry seal coat and tack or emulsion coat for application, chip seal surface, and necessary surface preparation needed prior to application of asphalt surface treatment. Grinding asphalt work includes, but is not limited to grinding the existing bituminous surface in place, re-grading the roadway and shoulders, and compacting the aggregate surface. PROJECT LOCATION: The project areas that are included in this solicitation are: Deschutes National Forest, Ochoco National Forest, Fremont/Winema National Forests and the Prineville District of the Bureau of Land Management (which includes the Deschutes Zone, John Day Basin Zone, North Lakeview Zone and the South Lakeview Zone), and the Klamath District of the Bureau of Land Management. Contractors shall furnish all labor, supervision, equipment, materials, transportation, supplies (unless specified elsewhere as Government-furnished), and incidentals required to accomplish specified work in compliance with the terms, specifications, and provisions of each individual task order against the (FERM). This BPA will be a multiple-award task order (TO)/BPA type contract with no minimum guarantees. The TO/BPA's issued under this contract shall require Service Contract Act wage rates or Davis-Bacon Wage rates or both depending on the specific activities within the TO/BPA. The limited number of available contractors in these categories does not permit the Government to set-aside work in lieu of continuing this solicitation as Unrestricted.
