- This information supersedes any previous information posted under solicitation W91CRB-12-R-0025. The Government is seeking Tier I, Protective Undergarment Protection (PUG) Systems for improved soldier protection, of the pelvis, femoral arteries, and lower abdominal organs, in a blast or fragmentation event. The Army Contract Command - Aberdeen Proving Ground is seeking to award a contract in support of Product Manager - Soldier Protective Equipment (PM-SPE) for PUG systems. The proposed procurement is unrestricted. The Government intends to procure through Commercial procedures under NAICS 315999 with a small business size standard of 500 employees. This requirement will be competed with the anticipation of making one (1) award. The Government's award decision will be made on a technically acceptable, lowest price basis. The contract awarded will be a firm fixed-price definite contract. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation will be provided in an electronic format, free of charge. The Government will issue this solicitation by the Internet only; no paper solicitations will be issued. Contractors' can access the solicitation through ASFI at (https://acquisition.army.mil/asfi/). To be considered for award of a Federal Contract, Contractors must: 1. Be registered in the Central Contractor Registration (CCR) database. Registration information can be found at https://www.ccr.gov/. 2. Complete Online Representations and Certifications Applications (ORCA) at https://orca.bpn.gov/, prior to the RFP closing date.
