It is not a request for proposal and does not commit the Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement. All submitted information shall remain with the Government and will not be returned. Background: The National Health and Nutrition Examination Survey (NHANES) is a major program of the National Center for Health Statistics (NCHS). NCHS is part of the Centers for Disease Control and Prevention (CDC) and has the responsibility for producing vital and health statistics for the Nation. NHANES is a congressionally mandated research project to determine the health and nutritional status of people living in the United States. The survey is unique in that it combines interviews and physical examinations. Well known products of the NHANES survey include the pediatric growth charts and the obesity statistic. The NHANES program began in the early 1960s and has been conducted as a series of surveys focusing on different population groups or health topics. In 1999, the survey became a continuous program. The survey examines a nationally representative sample of about 5,000 persons each year. These persons are located in randomly selected counties across the country, 15 of which are visited each year. Data is collected in household interviews and in federally owned mobile examination centers (MECs). Data is collected in two-year cycles. The NHANES interview includes demographic, socioeconomic, dietary, and health-related questions. The examination component consists of medical, dental, physiological measurements and laboratory tests from a blood draw and urine collection. Findings from this survey will be used to determine the prevalence of major diseases and risk factors for diseases. Information will be used to assess nutritional status and its association with health promotion and disease prevention. NHANES findings are also the basis for national standards for such measurements as height, weight, and blood pressure. Data from this survey will be used in epidemiological studies and health sciences research, which help develop sound public health policy, direct and design health programs and services, and expand the health knowledge for the Nation. In the event of a Government solicitation for an NHANES contract, the evaluation criteria are likely to be on the skills, experience, innovation, cost control, and past performance of each offeror in the corresponding functional area listed below. RFI Purpose: The purpose of this RFI is to obtain innovative ideas, identify cost reduction strategies, understand dependencies between functional areas, and solicit industry comments and questions regarding a planned solicitation for the next generation of the National Health and Nutrition Examination Survey. Information Requested: We ask that the responder address the following areas: 1) Overall Corporate Capability Provide a brief Statement of Corporate Capability (SOCC) on your company and include a client list of Government agencies and private companies that you have supported. The SOCC and client list are limited to two (2) pages, double-spaced, in Times New Roman 12 font, and 1" margins. Please include sufficient detail to demonstrate your methodology in the corresponding functional area. Responses using multimedia or video are limited to eight (8) minutes in duration. 2) Capabilities in NHANES Functional Areas (see Appendix A) CDC is seeking information on the capabilities of organizations interested in providing any or all of the functional areas listed in Appendix A below for the next NHANES contract. Submissions should cover skills, approach, and past performance for each functional area of interest. Responses to questions regarding capabilities are limited to four (4) pages, double-spaced, in Times New Roman 12 font, and 1" margins. Please include sufficient detail to demonstrate your capability in the corresponding functional area. Responses using multimedia or video are limited to twelve (12) minutes in duration. 3) Innovation and Cost Control CDC is seeking information on innovative approaches and methods to reduce costs in the functional areas listed in Appendix A below for the next NHANES contract. Responses to questions regarding innovation and cost reduction should include demonstrable examples from your own experience. Responses are limited to six (6) pages, double-spaced, in Times New Roman 12 font, and 1" margins. Please include sufficient detail to demonstrate your approach to innovation and cost control in the corresponding functional area. Responses using multimedia or video are limited to fifteen (15) minutes in duration. 4) Contract Structure Lastly, CDC is seeking input into the following questions regarding contract structure: a. Which of the functional areas listed in Appendix A below are dependent on each other and should be executed by the same organization? b. Which of the functional areas are independent and can be executed by separate organizations? c. For the functional areas of interest specified by your organization, what are the risks and rewards, to both the vendor and the Government, of a fixed price, level of effort, or cost type contract? d. What are the risks and rewards, to both the vendor and the Government, of a single award vs. a multiple award? Responses to questions regarding contract structure are limited to four (4) pages, double-spaced, in Times New Roman 12 font, and 1" margins. Please include sufficient detail to demonstrate insight into contract structure. Responses using multimedia or video are limited to twelve(12) minutes in duration. Requirement Summary: The objective of the anticipated contract is to engage organizations to ensure continuous data collection for the NHANES program from 2015 and beyond. CDC will determine whether future NHANES data collection is best performed by one large contract or the use of individual companies, contracts, or separate task orders organized by functional area. Appendix A: NHANES Functional Areas The following headings represent the required competencies to be performed as part of the anticipated succesor NHANES contract(s). Each functional area will be addressed in the applicable scope of work. Statistics Work which supports or relates to ensuring that NHANES is nationally representative. ● Survey Design ● Survey Weighting ● Related Statistical Issues ● Linkage Studies ● Responsive Design Information Technology Work which supports electronic data collection. ● IT Infrastructure and Services ● Software Development ● Data Production and Editing ● Data Storage and Hosting Services ● Data Release ● Paradata Collection Data Collection Work which supports or performs data collection. ● Listing & Enumeration ● Screening ● Respondent Outreach ● Translation Services ● Household Interview ● Medical Exam Data Collection ● Mobile Survey Data Collection ● Lab Storage and Reading Services ● Training ● Quality Assurance ● Quality Control ● Verification & Validation Engineering Work which ensures that NHANES has a Mobile Examination Center that is fully-operational for on-site medical data collection. ● Mobile Exam Center Site Selection & Preparation ● Supplies & Logistics ● Build & Maintenance of Mobile Exam Center Trailers ● Engineering Issues related to Biomedical Equipment & Trailer Layout Analysis Work which supports analysis of NHANES data, or performance of such analysis. ● Analysis Support ● Scientific Publications ● Public Analytical Support General Support Other support required by NHANES. ● Pilot Tests of New Survey Content ● Health Data Collection Methodology Studies ● Health Data Collection Feasibility Studies ● Linkage of Health Data to other Survey or Government Data Sets ● DNA Collection ● Ability to Provide Subject Matter Experts & Outside Consultants ● Project Management
