DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENTS. All interested vendors are invited to provide information to contribute to this market survey/sources sought including, commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Ronnette.Coffman@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 492110, Couriers and Express Delivery Services (size standard 1,500 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENTS: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to perform the following type of service: Courier Services for the Compensation and Pension Clinic, Optometry Clinic, Joint Ambulatory Care Clinic, all located in Goose Creek, SC; Community Living Clinic located in West Ashley, SC; James Island Annex located in James Island, SC; and Fee Basis and Scheduling located in North Charleston, SC. Vendor to provide all labor, equipment, transportation, gasoline, insurance, bonded and anything else needed to provide courier service for the Department of Veterans Affairs, Charleston, SC. The Contractor is expected to pick up and deliver items such as, blood and blood components, laboratory specimens, laboratory transport containers, patient records, medical supplies, pharmaceuticals (including controlled substances), mail and other related items as requested. Requests for such transport may be made by VA any time of day or night with the exception of the 10 holidays observed by the Federal Government; New Years Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving, and Christmas The daily deliveries will include controlled substance medications which will be stored in a locked box, with a numbered lock, provided by the VA. Specimens that require room temperature transport will only need to be protected from the heat. Couriers must be trained on proper specimen handling procedures, temperature control, record keeping, and infectious disease specimen handling in case of an accidental spill. Documentation of such training must be provided to the Purchasing Agent or COTR. The Laboratory Manager at the VAMC Charleston will verify training prior to award of purchase order. VA requests identified as emergent, urgent, immediate, or STAT shall be picked up by the Contractor within 30 minutes of receipt of the VA telephone request unless the distances involved make it a physical impossibility to do so, in which case VA and Contractor shall agree upon mutually acceptable pick-up/delivery times at the time of the request. Responses must be emailed to Ronnette Coffman@va.gov no later than 4:00pm EST, March 6, 2012. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. Please place "Attention: COURIER SERVICES" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description [five (5) pages or less] that demonstrates how your company has the supervision, facilities, labor and experience to perform the tasks described under SPECIFIED REQUIREMENTS in this document. Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date. (h) State whether your firm is registered with the Central Contractor Registration (CCR) at http://www.ccr.gov and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in CCR and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry.
