Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a requirement for technical, analytical, administrative support and automated information management systems solutions in support of the Virginia Class Test and Evaluation Program for the conduct of test and evaluation services, and the development and maintenance of automated test tools. This acquisition is conducted in accordance with FAR Part 13 procedures. A firm fixed price completion contract is anticipated. The total estimated LOE is 2,308 hours. The anticipated period of performance is Date of Award through four (4) months thereafter. Place of performance includes Newport, RI, Washington, DC, and Norfolk, VA. Estimated RFP Release Date: March 13, 2012 Award will be made on the basis of Best Value. Evaluation factors are Technical Capability, Price and Past Performance. Technical Capability and Past Performance are essentially equal in importance. When combined, Technical Capability and Past Performance are more important than Price. However, Price is important and will be seriously considered. The importance of Price will increase with the degree of equality of the offers in relation to other factors, or when it is so significantly high as to diminish the value of the other factors to the Government. Acquisition is unrestricted. All timely offers will be considered. NAICS code is 541330.
