- The Ulysses S. Grant National Historic Site, located at 7400 Grant Road, St. Louis, MO is soliciting proposals for "Whitehaven Roof Replacement". The National Park Service (NPS), is soliciting bids for Solicitation the following:Construction services are required to remove, repair and replace the roofing of Whitehaven, a historic structure located on the Ulysses S. Grant National Historic Site hereinafter referred to as "ULSG" as indicated in the plans and specifications. Work shall consist of: demolition of the existing slate shingles, removal of gutters and downspouts, removal of damaged or rotten eaves, fascia or other moldings removed back to solid wood, and installation of new roofing elements (sheathing, sealants, underlayment, shingles) using best industry practices. All new trim elements shall be primed and painted to match the existing undisturbed building, and installation of new gutters and downspouts that will connect into the existing underground storm system. Period of Performance: Performance period is approximately 60 calendar days from date of receipt of Notice to Proceed. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov on or about 9 March 2012. Search by referencing the solicitation number and/or by the agency (National Park Service). PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Proposal documents will be available for download in one or a combination of, the following formats: Microsoft Word, HTML and Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Free downloads of Adobe "reader" software are available at www.adobe.com. Vendor's wishing to receive electronic notification of changes made to this solicitation will need to register on the NBC web site at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Both the NBC and the Federal Business Opportunities (FBO) (www.fbo.gov ) web sites maintain separate Interested Vendors List/Bidders Mailing List's. Vendors can add their information to these lists through each of the websites. Potential offeror's will be required to visit either website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Please note that all solicitation documents, amendments, and associated attachments are available only from the NBC website. The estimated construction range is between $25,000 and $100,000. METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT SOLICITED AS A SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation with the NAICS Code 238160 is applicable to this acquisition with a Business Size Standard of $14.0 million. Solicitation documents will be available electronically on or about March 9, 2012. A site visit and pre-proposal conference is scheduled at a time to be determined in The Ulysses S. Grant National Historic Site, located at 7400 Grant Road, St. Louis, MO. It is mandatory that bidders attend the scheduled site visit to familiarize themselves with the project site and conditions which may affect the cost proposal. This will be the only site visit allowed; alternate site visit requests will not be accommodated. Upon review of the solicitation documents, prospective bidders are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to the scheduled site visit. Solicitation number P12PS40272 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
