- Description
- The Office of Naval Research (ONR) intends to issue a fixed price purchase order to a single source under the authority of FAR 13.106-1(b) on or about 30 March 2012, to the Institute for the Future. The period of performance will be approximately April 1, 2012 through 30 September 2012. The prospective contractor shall provide support in re-purposing the Massive Multiplayer Online War Game Leveraging the Internet (MMOWGLI) to be conducted between April 1, 2012 and May 30, 2012. The vendor shall provide support in the areas of pre-game planning, scenario development and production, pre-game player engagement and outreach, in-game facilitation and, post-game support. ONR intends to award this requirement as a sole source to the Institute for the Future (IFTF) since prior conduct of a formal open industry-wide competition and subsequent evaluation of proposals has indicated that there are no other sources with the ability to successfully provide the required services. Further, whereas based upon its participation in the initial MMOWGLI, conducted during GFY10 -11, IFTF has developed unique qualifications that would create a duplication of effort, and thus create significant additional costs, if awarded to another vendor. The North American Industry Classification System (NAICS) code for this requirement is 541611 with the size standard of $7 million in average annual receipts. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
