- The Space and Naval Warfare Systems Command (SPAWAR) on behalf of theProgram Executive Office - Command, Control, Communications, Computersand Intelligence (PEO-C4I), Shore and Expeditionary Integration ProgramOffice (PMW 790), intends to issue Request of Proposal (RFP) number N00039-12-R-0040, for the commercial item acquisition of 23 each new RamanSpectrometer (FirstDefender RM), Part number 800-00175-01 or equivalent perFAR 11.104 and 15.101-2. The salient physical, functional or performance characteristics of the brandname item that an "equal" item must meet to be acceptable for award are asfollows: Part number 800-00175-01 featuring chemometric algorithms capableof "point-and-shoot" identification of unknown substances, includingexplosives; toxic chemicals; chemical warfare agents; and narcotics, eventhrough translucent containers. Brand name or equal source selection objectiveusing Thermo Fisher Scientific (22527) / Ahura Scientific (392A9) baselinesalient characteristics as attached hereto. The Government anticipates issuing a full and open competition per FAR6.1 without further notice in March 2012. The solicitation will beavailable to interested parties, along with any amendments issued, solely onthe SPAWAR E-Commerce Central Website (https://e-commerce.spawar.navy.mil/). Contract award is estimated for late March 2012,with delivery of all units required in spring 2012. Any projected proposaldue dates/times in this synopsis and any subsequent updates are estimatesonly; the actual proposal due date/time will be established in the finalsolicitation.
