Description
PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing a Request for Information (RFI) on behalf of PMS 320 Electric Ships Office (ESO), seeking information from industry to assist in updating the Next Generation Integrated Power System (NGIPS) Technology Development Roadmap issued in November 2007. The effort is being led by PMS 320, under the direction of the ESO Executive Steering Group, which consists of Flag level members from related organizations across NAVSEA, Program Executive Offices, ONR, and OPNAV. The updated document is expected to be expanded in scope from the 2007 edition and be titled the Naval Power Systems Technology Development Roadmap (NPS TDR). DESCRIPTION: The updated NPS TDR document will reflect potential back fit applications as well as the Navy s current 30 year shipbuilding plan, with a renewed focus on energy efficiency and energy security, evolving technology alternatives, and a refined approach to capability requirements and capability based budgeting. The NPS TDR will be used to set power system goals, target investments, and support naval missions. Many key tenets of the previous roadmap will be retained, such as focusing developments to reduce total ownership costs, addressing cross platform commonality, providing more power for advanced mission systems, and improving the quality of service (power continuity). The new roadmap is expected to be publicly released in order to promote dialogue, inform academia and industry, and guide Navy, DoD and industry investments. The overarching goals of the roadmap are to align developments with war fighter needs, enable capability based budgeting, and provide appropriate, mature technologies to meet platform timelines and mission requirements. The focus of this request is to gather information necessary to assess the current and future state of electrical and mechanical power systems technologies from the industry perspective in the near-term (0-10 years), mid-term (10-20 years) and far-term (20-30 years) timeframes. The primary areas of interest are power conversion, energy storage, motors and generators, prime movers, power distribution, power controls, high power loads, and information on advanced materials related to the primary areas of interest. Within these areas, the Navy is interested in identifying and understanding any industry trends, emerging technologies, or breakthrough technologies that could benefit Naval Power Systems and when they might be available to the Navy. By updating the NPS TDR, the Navy seeks to align expectations with evolving and emerging power systems technologies to provide guidance to the military, industrial, and research communities. RESPONSES: PMS 320 is requesting information from industry to be more informed in the development of the NPS TDR and to allow industry the opportunity to influence the nature of the NPS TDR prior to its release. The questionnaire attached to this announcement is intended to provide the framework for the industry feedback. This questionnaire is divided into 3 parts. Part 1 contains general questions to provide the Navy a broad understanding of your technology(ies) and the current and near term market. Part 2 contains specific questions to allow the Navy to benchmark technologies. Part 3 contains questions based on future technologies and market trends. Responses should indicate enough detail so that potential Navy interest can be assessed. The Navy technical team working on the development of the NPS TDR is available to direct, one-on-one, conversations about the objective of this effort and any industry concerns or questions, with the contact information identified below. Information should be e-mailed or faxed to Mr. John Kuseian at john.kuseian@navy.mil or 215-897-8380 respectively. For technical matters, please contact Mr. John Kuseian at john.kuseian@navy.mil or by phone at 215-897-8330 or Ms. Melissa Smoot at melissa.smoot@navy.mil or by phone at 202-781-5134. For administrative matters, please contact Mr. Joseph Tannenbaum at joseph.tannenbaum@navy.mil or Mr. Adam Goldberg at adam.goldberg@navy.mil. Please label any correspondence with the solicitation number and Naval Power Systems Technology Development Roadmap Update RFI . Responses are requested by 10:00 am (EST), on April 6, 2012. However, submissions will be accepted after this date, but feedback may not be as timely or contribute to NAVSEA s strategic planning. Responses are requested to be provided electronically and acceptable formats include Adobe PDF, Microsoft Word, Microsoft Excel, and Microsoft PowerPoint files. Questions can be submitted electronically to joseph.tannenbaum@navy.mil. If the information you provide is sensitive or subject to limited distribution, please mark it accordingly and that information shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. However, the end objective of a publishable NPS TDR should be a consideration when making this determination. This RFI in no way binds the Government to offer contracts to responding companies. The information provided may assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the technical data provided or capabilities of respondents and may request a presentation or a site visit as deemed necessary.
