Description
The FAA intends to solicit and award a firm-fixed price contract for the relocation of the Mark 1F Localizer (LOC) Antenna Array at O'Hare International Airport, Chicago, Illinois. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. Work performed inside the Runway Safety Area (RSA) will require the closure of Runway 4L-22R, and shall be performed between 2200 and 0600 hours local time. Work shall include, but is not limited to:1. Submit request for FAA assistance to locate existing underground utilities and cabling.2. Contract a registered land surveyor (RLS) to layout and stake LOC antenna locations.3. Construct reinforced concrete LOC antenna foundations at new location outside RSA.4. Install perimeter grounding conductor around antenna array and test grounding system in the presence of the Contracting Officer's Technical Representative (COTR) per specifications. A written record of the test results shall be delivered to the COTR. 5. Construct 2-way concrete encased duct bank from existing RWY 4L LOC equipment shelter to 4'x4'x4' electric handhole near future location of antenna's distribution unit.6. Remove existing LOC antenna elements, associated support legs, and distribution unit. 7. Remove existing junction boxes (two), concrete slab foundation for junction boxes, and associated power and control conduits. Remove conductors from conduits to be abandoned. Remove existing concrete slab foundations (two) and abandon concrete piers 2' minimum below grade. Remove existing crushed rock plot and place and compact topsoil flush with surrounding grade and seed per specifications. Dispose of debris at an approved waste site.8. Install the antenna elements, associated wireway, and distribution unit on the new foundations.9. Install power, coax, and control conductors in new duct bank from the existing runway 4L LOC equipment shelter. Leave 5' coils of heliax cable and control cables at each end for connection by FAA installation personnel. 10. Test all power and control cables per specifications after installation in the presence of the COTR and SSC technicians. A written record of the test results for all of the conductors shall be delivered to the COTR.11. Construct crushed rock plot around antenna array.12. Cleanup site on daily basis. Restore areas disturbed by construction activity or vehicles by placing and compacting clean topsoil fill material per specifications to meet surrounding grade. Seed area disturbed by construction.13. Participate in Contractor's Acceptance Inspection (CAI) with COTR and ORD FAA SSC representative(s). Address punch list items generated at the inspection. Contract performance time is 45 calendar days, with an anticipated start date of May 7, 2012. The estimated price range for this procurement is between $100,000 and $250,000. NAICS is 237990. INTERESTED FIRMS MUST HAVE SUCCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT. General contractors must submit their interest in subject project on company letterhead and should include the firm's name, address, telephone number, fax number, email address, and point of contact by no later than March 9, 2012, 2:00 p.m. (CDT).
