- THIS IS A PRESOLICITION NOTICE-The tentative date for issuing the solicitation along with specifications and drawings will be on-or about March 2, 2012 and all documents will ONLY be available at www.fbo.gov. The 106th Rescue Wing located in Westhampton Beach, NY, intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to Repair High Speed Taxiway located in Westhampton Beach (Suffolk County), New York. Construction Services to be performed under the firm fixed price contract will consist of the complete demolition and replacement of both asphalt and concrete pavements from the start of the runway back and through the existing rinse de-ice pad. The project will also include the removal and replacement of the taxiway edge lights. The work will also include the relocation of the existing runway threshold, which includes pavement markings, signage, lighting and minor utility work. Concrete removed from the existing taxiway shall be rubbleized on-site and utilized to create a haul-route for the proposed construction traffic. Site work shall also include minor grading and drainage upgrades. This project is set aside for Small Businesses. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $33,500,000. The cost range is between $1,000,000.00 and $5,000,000.00 Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for the pre-bid conference is on-or about March 16, 2012, 2:00PM EST at the 106th Rescue Wing, F.S. Gabreski ANG, Westhampton Beach, NY. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by via email to fred.rodriguez@ang.af.mil or joseph.sferrazza@ang.af.mil. The bid due date is scheduled for on-or about April 5, 2012. Actual dates and times will be identified in the solicitation. In accordance with FAR 28.101-2, a Bid Guarantee will be required. Interested offerors must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website.
