Description
The U.S. Department of Transportation (USDOT) intends to do a study on the full value of Missouri River flow support to the users of the Missouri and Mississippi Rivers. In particular, USDOT is responding to the requirements of Sec. 195 of the Consolidated Appropriations Act, 2010 (Pub. L. 111-117), which directs that: "The Secretary [of Transportation] shall initiate an independent and comprehensive study and analysis to supplement that authorized under section 108, division C, of Public Law 111-8: Provided, That the Department of Transportation shall work with and coordinate with the Departments of Energy, Commerce and Agriculture to develop a comprehensive understanding of the full value of river flow support to users in the Mississippi and Missouri Rivers: Provided further, That subjects of analysis shall include energy (including hydropower and generation cooling), and water transport (including water-compelled rates, projected total transportation congestion considerations, transportation energy efficiency, air quality and carbon emissions) and water users (including the number and distribution of people, households, municipalities, and business throughout the Missouri and Mississippi River basins who use river water for multiple purposes): Provided further, That in addition to understanding current value, the Department is directed to work with appropriate Federal partners to develop recommendations on how to minimize impediments to growth and maximize water value of benefits related to energy production and efficiency, congestion relief, trade and transport efficiency, and air quality:...." USDOT is issuing this Request for Information (RFI) to solicit comments from interested parties on their capacity and potential approaches to perform this study under contract or cooperative agreement to the USDOT. In particular, USDOT is interested in comments about the following: •· The ability of contractors, academic institutions, public interest organizations, or other interest parties to perform this analysis in a 12 month period. Can any one party assess all of the issues in question, with or without subcontracting? If 12 months is not feasible, specify a reasonable performance period; •· The compatibility of the proposed study objectives with the objectives of the Missouri River Authorized Purposes Study (MRAPS). MRAPS, authorized under Sec. 108, division C, of Pub.L. 111-8, will include analyses of the eight authorized purposes of the Flood Control Act of 1944 (Flood control; Irrigation; Water supply; Recreation; Navigation; Hydropower; Water quality; and Fish and wildlife). Explain how the emphasis on objectives in Sec. 195 above would or should complement the MRAPS study. •· Are outreach meetings necessary in light of outreach meetings already held for the MRAPS study? If so, how many and where? •· How would one apply benefit-cost analysis techniques to quantify the maximum public value of multiple uses of the Missouri River? •· Is GIS mapping and modeling necessary to meet the study goals? Could other methods be used to measure and map river activities? •· Please identify marine transportation, energy generation, and water use topics related to the Missouri River Basin that have been sufficiently covered by recent studies (and, if possible, provide links to those studies). Please identify marine transportation, energy generation, and water use topics related to the Missouri River Basin where new or additional research is needed. Any other comments of interest by the responder. Comments are due back to USDOT by March 09, 2012.
