- The Unites States Army Contracting Command - Aberdeen Proving Ground (ACC-APG), under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, intends to award a twelve month Firm Fixed Price and Cost Plus Fixed Fee contract. The Government is seeking services required to support the JTT Sr and JTT Sr Upgrade, aka Command System, Tactical Command System, Tactical AN/USC-62(V)1(C), AN/USC-62(V)2(C), AN/USC-62(V)3(C), AN/USC-62(V)4(C), AN/USC-62(V)5(C), AN/USC-62(V)6(C), AN/USC-62(V)7(C), AN/USC-62(V)8(C), AN/USC-62(V)9(C), AN/USC-62(V)10(C), AN/USC-62(V)11(C), AN/USC-62(V)12(C), AN/USC-62(V)13(C), AN/USC-62(V)14(C), AN/USC-62A(V)2(C), AN/USC-62A(V)11(C), and AN/USC-62A(V)14(C). The JTT-Sr and JTT Sr Upgrade were developed by Raytheon Systems Company (CAGE Code 00724), the sole source provider. Raytheon possesses detailed and complete technical data for the JTT Sr and JTT Sr Upgrade. The Government only possesses system-level performance specifications and incomplete technical data related to components of the JTT Sr Upgrade Kit. Required services include inspect, test, repair, verify, preserve, package, mark, and ship parts; satisfy Radio Frequency Identification requirements; provide periodic status reports; satisfy Item Unique Identification (IUID) requirements; comply with security requirements, up to and including SECRET; submit Contract Manpower Reporting data; provide on-call technical support; track, manage, and maintain Government Furnished Property; and provide, as required, configuration change documentation. Contractors who believe they possess the expertise and experience shall submit a capability statement, proposal, or quotation for the effort in writing via email to abigail.g.jordan3.civ@mail.mil no later than 3:00pm Eastern Standard Time on March 9, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The determination whether or not to compete this proposed effort from any responses to this synopsis is solely within the discretion of the Government. The Government will not reimburse for proposals submitted as a result of this announcement.
