Aviation Operations/Training/Safety Advisor, PSC, Islamabad, Pakistan Issuance Date: 02/24/2012 Closing Date: 03/24/2012 SOLICITATION NUMBER: PSC-12-032-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Aviation Operations/Training/Safety Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-2 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Islamabad, Pakistan 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND The U.S. Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A), supports the U.S. Embassy/Narcotics Affairs Section (NAS), Islamabad, Pakistan with providing, planning, operational training and safety support, and contract oversight for the border security aviation program for its fleet of DOS INL aircraft. The end game of the aviation support in Pakistan is the enhanced border security on the Pakistan and Afghanistan border, interdicting the movement of illegal drugs, arms and people across the border and providing aviation support to the Frontier Corps. PURPOSE This personal services contract provides an Aviation Operations, Training and Safety Advisor for the aviation program. The incumbent serves as in-country aviation operations/training/safety advisor, responsible to the NAS Director, and provides program implementation, direction and execution oversight in support of host nation border security and CN efforts. The incumbent effects interagency coordination among the American Embassy, host nation police and military forces, other military services, aviation support services contractors and other participating agencies. The Aviation Operations, Training, and Safety Advisor evaluates operational, training and safety program effectiveness of in-country Department of State activities, to include interdiction and security operations, ensuring all aviation programs meet program operational and training requirements. The position also monitors and evaluates the aviation support services contractor's performance in operations, training, and safety by performing oversight duties at various contractor locations during at least half of the period of performance. The incumbent will interface daily with host nation counterparts in the Pakistan military and para-military forces to assist in expanding their aviation capability. RELATIONSHIPS The Ops Advisor reports to and is supervised directly by the Senior Aviation Advisor (SAA), who reports to the NAS Director. The Ops Advisor also reports through the Senior Aviation Advisor to the DOS/INL's Director of the Office of Aviation to ensure compliance with INL/A aviation policies, directives, and operations, training and safety standards by contractor personnel and host government aircraft operators, trainers and safety officers. This is a field position, and the incumbent will perform oversight duties at various contractor locations. B. DUTIES AND RESPONSIBILITIES 1. Perform oversight and evaluation of contractor operations, training and safety programs. This oversight includes, but is not limited, to reviewing and forwarding waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submits periodic written evaluations of the contractor's activities, and provides comprehensive award fee input to the SAA regarding contractor activities related to host nation aviation support for inclusion in the monthly award fee evaluation. 2. Assist the SAA in directing and coordinating aircraft and personnel deployments within Pakistan for the purpose of providing aviation support to border security missions and aviation training. 3. Develop, coordinate, organize, and implement comprehensive operational systems and procedures. These operational systems and procedures include, but are not limited, to the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Afghanistan, and Deployment Operations procedures in support of host nation operations throughout Pakistan. 4. Develop operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aviation support to border security and interdiction operations. These tactics and procedures include, but are not limited to Night Vision Goggle tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the security and interdiction mission in Pakistan. 5. Provide operational direction and guidance to the contractor and host nation aviation operations activities and personnel for border security missions and interdicting the flow drugs, arms and people. This activity includes, but is not limited to, planning and coordination with U.S. government agencies, and host nation law enforcement agencies and military for the purpose of maintaining security of the border and intercepting illegal shipments through interdiction operations. 6. Provide direction and oversight for contractor and host nation aviation training and standardization. Implement DoS INL/ Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Provide oversight of the aviation standardization program. 7. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. 8. Provide direction and oversight for contractor and host nation aviation safety training and safety program management. Implement the DoS INL Office of Aviation, Aviation Safety Program in support of the aviation program. 9. When required perform duties as the Senior Aviation Advisor is the SAA's absence. C. MINIMUM REQUIREMENTS 1. U.S. citizen, able to obtain/maintain a DOS Secret security clearance 2. Basic knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3. Designation of Military Aviator from any of the US Armed Forces. 4. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 5. Possess a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. 6. NVG qualified, minimum of 200 hours NVG flight time. 7. Basic knowledge of FAA Aviation Safety regulations and procedures. 8. Basic knowledge of tactical employment of aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment 9. Experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. 10. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities. Should have a basic knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. 11. Knowledge of and skill in operation of desktop computer based word processing systems. D. DESIRED KNOWLEDGE AND SKILLS 1. Qualification/certification and experience as a military or FAA Certified Flight Instructor in a formal training program involving the qualification and standardization of pilots and other aircrew members. 2. Successful completion of a formal military or civil aviation safety training courses 3. Experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft logistics management. E. COMPLEXITY 1. Assignments include analysis of all facets of aviation operations management and involve a fleet of tactical and transport aircraft that function within an integrated program of diverse security and counter-narcotics missions. These missions include aviation support to interdiction; forward area aerial re-supply, MEDEVAC, surveillance replenishment, and host nation aviation training. 2. Apply specialized and professional knowledge to oversee flight training and standardization of aviation support contractor and host nation pilots operating under the DoS program in Pakistan and at multiple forward operating locations. 3. Oversee training programs, plans, policies, and procedures for the Office of Aviation. Coordinate recommendations from staff officers, consult with the SAA and the Chief of Operations, Office of Aviation regarding ongoing projects, provides guidance to Standardization Pilots, and contractor and host nation aviation unit personnel, and oversees implementation of the program. 4. Perform continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation's aviation safety program that will improve flight safety of aviation operations in support of the counter-narcotics mission. F. PHYSICAL DEMANDS Work is both physical and sedentary in nature and involves activity at both the main and field locations. Physical exertion and dexterity is a possibilty. The Operations Advisor must be able to independently perform fieldwork in remote areas for extended periods without assistance. Incumbent must possess and maintain a current U.S. FAA second-class medical certificate in accordance with FAR Part 67. G. WORK ENVIRONMENT Work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within Pakistan and therefore pose significant risk to the incumbent while at these sites. F. EVALUATION CRITERIA Factor 1: Contract Oversight - 25% Offeror's ability to: a. Perform oversight and evaluation of contractor operations, training and safety programs. b. Evaluate and recommend approval/disapproval of waivers to established policies, procedures and regulations. c. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award term input. d. Provide operations, training and safety program direction and guidance to the contractor for the purpose of supporting the aviation support effort in Pakistan. e. Coordinate with Government representatives and supervise contractor personnel. Factor 2: Assist SAA - 25% Offeror's ability to: a. Assist the SAA in directing and coordinating aircraft and personnel deployments within Pakistan for the purpose of enhancing border security and providing aviation training expertise to the program. b. Provide instruction/guidance regarding operations, training and safety program implementation. Factor 3: Develop, Coordinate, Organize and Implement Operational, Training and Safety Systems and Procedures - 25% Offeror's ability to: a. Develop comprehensive operational, training, and safety systems and procedures. b. Coordinate/Organize operational, training and safety systems and procedures. c. Implement Aircrew Training Programs, Operational, Training and Safety Regulations and provide direction and guidance to both contractor and host nation personnel. d. Develop operational tactics and new training procedures, i.e., NVG operations, surveillance /interdiction operations, armed helicopter escort, aerial gunnery, etc. e. Provide direction and guidance to the contractor and host nation aviation training and standardization program via the INL/A Aircrew Training Program. Factor 4: Past Performance - 25% Offeror's previous experience and quality of performance. Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
