Description
New HOTD Goes Green - GSA Heating Operations & Transmission District - ESPC Opportunity The General Services Administration (GSA), in concert with the Department of Energy's Energy Savings Performance Contracts, IDIQ contract procedures, hereby announces its intent to issue a Notice of Opportunity (NOO) for qualified ESCOs to address the long term needs of GSA's Heating Operations & Transmission District, an existing district heating and cooling system, including co-generation, located within the District of Columbia. This project seeks to address the long term capital reinvestment needs of this central heating and cooling district, consisting of the Central Heating and Refrigeration Plant (CHRP) and the associated transmission and distribution system serving approximately 93 predominantly government buildings/other customers in downtown DC. Its objectives are to provide reliable, sustainable and acceptable facility temperature supports for the comfort of our customer's building inhabitants, minimize costs and resultant fees to our customers, and reduce negative environmental consequences. A multi-phase procurement procedure shall be implemented whose objectives are to achieve best value to the Government, promote fair and transparent competition, encourage and discover the most beneficial technical and financial solution that private industry can offer, while minimizing the competition costs borne by potential ESCOs. This procurement will follow the current common practice of ESPC procurements. The forthcoming NOO will detail the procurement procedures to be implemented. The website for the Department of Energy's, Energy Savings Performance Contracts (ESPC) can be seen at the website below: The 16 ESCO's are listed here: http://www1.eere.energy.gov/femp/financing/espcs_doeescos.html GSA's final agency-wide Small Business Subcontracting Goals are: FY 2012 - 2013 Small Business Goals Subcontracting Small Business 25.00% Small Disadvantaged Business (SDB) 5.00% Women-owned Small Business (WOSB) 5.00% HUBZone Small Business 3.00% Service Disabled Veteran-owned Small Business (SDVOSB) 3.00% Veteran-owned Small Business (VOSB) 3.00% SMALL DISADVANTAGED BUSINESS PARTICIPATION PLAN. The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, and women-owned small business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small, Small Disadvantaged, and Women Owned Small Business Subcontracting Plan, to reflect this commitment. According to FAR 19.702 (a)(1) Statutory Requirements: In negotiated acquisitions, each solicitation of offers to perform a contract or contract modification, that individually is expected to exceed $650,000 ($1.5 million for construction) and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan. If the apparently successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award. SMALL DISADVANTAGED BUSINESS PARTICIPATION PLAN : Evaluates the extent of participation of small disadvantaged business (SDB) concerns in performance of the contract in the authorized NAICS Industry Subsector. Contract exceeding $650,000 ($1,500,000 for construction) will be required to demonstrate that its subcontracting plan represents a creative and innovative program for involving small, small disadvantaged, and women-owned small business concerns as subcontractors in the performance of this contract. If selected for award, the offeror's subcontracting plan should be ready for approval without the need to obtain additional information. The GSA goals for subcontracting are as follows: small businesses at least 25% of total subcontracting planned; small disadvantaged businesses at least 5%; women-owned businesses at least 5%; Hubzone Small Business 5%; Service Disabled Veteran-owned Small Business 3% and Veteran-owned Small Business 3% of the small business subcontracting planned. APPRENTICESHIP PROGRAM: The Government will evaluate the means by which the Offeror shall promote the growth of skilled craft labor, specifically the contractor's use of a registered apprenticeship program. (As used herein, the term "registered apprenticeship program" is a program that is registered with the United States Department of Labor or State Apprenticeship Council under 29 CFR Part 29.) Executive Order 11246 prohibits employment discrimination by federal contractors and subcontractors, and federally assisted construction contractors and subcontractors, and authorizes the Secretary of Labor to administer and enforce the Order. Similarly, Section 503 of the Rehabilitation Act of 1973 prohibits employment discrimination against individuals with disabilities by federal contractors and subcontractors, and the Vietnam Era Veterans' Readjustment Assistance Act of 1974 (38 U.S.C. 4212) prohibits employment discrimination against covered veterans by federal contractors and subcontractors. Through its Public Buildings Service, GSA awards construction contracts, and works with the Office of Federal Contract Compliance Programs (OFCCP) to ensure compliance with the requirements of 41 CFR Part 60-4. This Initiative furthers the goals of providing equal employment opportunity (EEO) and affirmative action in the construction industry, as well as creates joint public outreach activities.
