Description
Description: This is a pre-solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a service contract for area, facility and embankment mowing at Proctor Lake, Comanche, TX. The contractor will furnish all management, tools, equipment, materials, and labor necessary to ensure that services for area, facility, embankment and levee mowing are performed at each park and access area in a manner that shall maintain a satisfactory facility condition and present a neat and professional appearance. Area Mowing - grass must be uniformly cut and all protruding objects trimmed around no less than two (2) inches and no more than four (4) inches above the ground. Facility Mowing - mow within twenty-five (25) feet of all park facilities and cut any strips of un-mowed grass that remain between facilities that are thirty (30) feet or less, grass height around each park facility at no more than four (4) inches or less than two (2) inches and all protruding objects trimmed around no less than two (2) inches and no more than four (4) inches above the ground. Edging shall result in all concrete slabs, walkways and curbs and shall be free of grass, dirt and any other debris. Roads, sidewalks, impact zones and slabs shall be free of grass, leaves, dirt and other associated debris. Embankment and Levee Mowing - grass must be uniformly cut and all protruding objects trimmed around no less than three (3) inches and no more than six (6) inches above the ground unless otherwise specified by the COR or designated representative at Proctor Lake. See Appendix C - Typical Facilities Drawings and Appendix I - Park Maps. The Contractor shall be held responsible for repairing, replacing, mitigation or deductions associated with any damage to public or Government property. Extreme caution and judgment shall be exercised when mowing in the vicinity of the general public. No wheel damage to the turf or any damage to facilities, concrete edges, signs, fences, or trees shall result from any mowing, trimming and edging activities. The Contractor shall survey the park or area and report, in writing, all damage or vandalism to the COR prior to commencement of mowing or trimming in each area. Any damage found thereafter by the Government's inspector, that was not previously reported by the Contractor, shall be assumed to be damage caused by the Contractor's operation and shall be repaired, replaced, or deducted from the invoice, as determined by the COR, at no cost to the Government. Equipment used for Embankment mowing is required to be Certified by the Manufacturer or Registered Professional Engineer to be designed for slope mowing and to operate safely on a maximum twenty-seven (27) degree angle of incline and specifically designed or factory modified for the mowing of slopes. The Contractor shall utilize equipment that equals or exceeds industry standards. All equipment must be inspected by the COR before beginning initial services. No equipment shall be used on the lake prior to passing inspection. Period of performance for this contract will be 365 days from date of award and 365 days for each awarded option period. This contract will have one base period with four (4) option periods. The evaluation criterion for this solicitation is past performance and price, with price outweighing past performance. Price will be evaluated by Task Orders. Range $500,000-$1,000,000.
